A 14-year-old boy was arrested on Wednesday evening at his home in Kandal province’s Kien Svay district over allegations of raping a 10-year-old girl on three occasions over the past year, according to police.
A district police officer who only gave his name as Ny confirmed the arrest in Kien Svay district’s Korki commune.
“The arrest took place at his home in Korki commune,” he said, declining further comment and referring questions to the commune police chief.
According to the police report, the suspect was identified as a boy living in the same village as the victim.
It said that at 3pm on Wednesday, the girl went to play near the boy’s house and the boy asked her to bring a broom inside his house. When she entered the house, he muffled her mouth, warned her not to shout, ordered her to lay down before raping her.
Commune police chief Veng Kosal said the boy had raped the victim three times but was unable to specify a time period.
“We arrested him in front of his house. He raped the girl three times, but when we asked him when he raped her the first time, he said he did not remember. He just said it happened every four to five months,” he said, although the National Police website said the first instance was in 2015.
“We arrested him after a complaint from the girl’s mother, who brought her daughter to file the complaint with our office directly.”
Mr. Kosal added that the boy was sent to the district police station on Wednesday night and has since been transferred to the provincial police station.
Provincial police chief Eav Chamroeun questioned in a Facebook post what would make a young boy commit such a crime.
“Where did this boy get the thought that could lead him to commit such an act?” he asked, before detailing the police report.
He concluded with the notion that the boy had possibly been watching pornography.
“Did he used to watch porn? I have no other ideas but to feel sorry.”
