A man who spent 32 years in custody for sexually assaulting a 6-year-old girl during a home invasion in 1984 has been released from prison.
Reynaldo Rios was found "guilty, but insane" of the crime. He was released from the Oregon State Hospital this week, after it was found he "did not have a qualifying mental illness to remain under PSRB supervision."
The Washington County Sheriff's Office was notified Reynolds will be residing in Aloha.
The state's Psychiatric Security Review Board warned it believes Rios is at a high risk to offend again.
Deputies were at the Willow Springs Apartments making contact with Rios and with neighbors who found notices on their doorsteps telling them Rios was now their neighbor.
Neighbors were stunned and concerned by the news.
"It should not happen. Or I feel like they should be able to go to a place, but not a place with a ton of children," said Brinsley Espinoza, a parent of a small child.
Although it's not an ideal setting, nothing's keeping Rios from making the neighborhood his home.
"Unfortunately, he's not under any kind of supervision, like probation or parole, so he can choose where he wants to live," said Sgt. Vance Stimler, with the Washington County Sheriff's Office.
Rios was released because despite being diagnosed as a pedophile, under Oregon law, he does not have a mental illness that meets qualifications to keep him under state supervision any longer.
Management at the apartment complex is allowed to tell Rios he's not welcome, but if it wants to evict him Stimler said it could be a lengthy court process.

A man convicted of sexually abusing two of his daughters and fathering three children with one of them says he himself was the product of incest.
Jacques Lesage, 79, was found guilty on Friday of three counts of incest and one count of indecent assault in relation to two of his daughters, 53-year-old Lucie Lesage and 49-year-old Nathalie Lesage
Speaking at his own sentencing hearing on Tuesday, Lesage said he himself was a product of incest, and that an older sister was also his mother.
He also told the court he married his wife when he was 16 and she was 13 to get her away from a home where she was being sexually abused.
The father of eight children did not mention either of these details when he took the stand at his trial. At that time he spoke of abuse he had suffered at the hands of his own father and later from brothers at a Catholic orphanage.
Lesage told the court Tuesday he was also suffering from a number of illnesses, including cancer, and said he has had his genitals removed to stop the cancer from spreading.

'You are going where you deserve'

Earlier at the sentencing hearing Lucie and Nathalie Lesage battled through tears to recount the emotional toll of years of abuse at the hands of their father.
Lucie Lesage had told the court she had been raped and sexually assaulted since she was eight years old, and that she had three children by her father, the first when she was just 13.
On Tuesday, she described a life destroyed by violence, the pregnancies she endured and the revictimization that occurred daily at her father's hands.
She said her eldest child is severely disabled and requires constant care, and she has had post-traumatic stress disorder and depression and has never been able to have a normal relationship.
When she finished speaking she turned to her father and said, in French, "You are going where you deserve … going to hell."

Daughter seeks maximum sentence

Nathalie Lesage said the abuse she endured ruined her life, and that she too battled PTSD and depression.
She told the court she wanted her father to get the maximum sentence. A single charge of incest carries a maximum sentence of 14 years.
During his statement, Jacques Lesage continued to deny he had ever touched Nathalie, but acknowledged his abuse of Lucie.
Jacques Lesage had also denied abusing a third daughter who came forward, 45-year-old Chantal Knippenberg.
On Friday, the court found him not guilty of sexual assault and indecent assault in relation to Knippenberg.
Jacques Lesage, who has been incarcerated since he was first charged in 2014, still faces two separate charges related to another victim: one charge of sexual assault and another charge of sexual interference with a minor.

DURYEA — Borough police have charged a Duryea man with the statutory rape of a 12-year-old girl.
Christopher McCauley, 41, had sex with the girl on multiple occasions over the past year, according to a criminal complaint filed by Duryea police.
Police learned of the sexual abuse when the girl went to a hospital for nausea and tests revealed she was pregnant, according to the complaint. A doctor contacted police and Luzerne County Children and Youth Services to report possible abuse, the complaint states.
During an interview at the Luzerne County Children’s Advocacy Center, the girl said that McCauley had touched her inappropriately and demanded sex from her starting when she was 11, according to the complaint.
Police also interviewed a relative of the girl, who said the girl reported that McCauley had raped her, the complaint states.
McCauley was charged with felony counts of rape of a child, indecent assault of a child under the age of 13 and corruption of a minor, as well as a misdemeanor count of indecent assault.
He was arraigned Friday night and sent to Luzerne County Correctional Facility in lieu of $100,000 bail.
A preliminary hearing is scheduled for Feb. 8 before Magisterial District Judge Alexandra Kokura Kravitz.
McCauley was charged in September 2016 with forcing his way onto a Pittston Area school bus and threatening to shoot the bus driver.
In that incident, he was charged with terroristic threats, disorderly conduct and unauthorized school bus entry, according to court records.
He was out on bail, awaiting an arraignment in county court scheduled for March 9, prior to his arrest on the rape charge.
