Rastogi, who was driven out of his Kalyanpuri home in east Delhi in 2004 after he assaulted two minors, moved with his wife and five young children to Rudrapur in Uttarakhand, from where he regularly took a train to Delhi to molest girls aged 7 to 11 years.
“Paedophiles often show behaviours linked with impulse control, such as obsessive-compulsive and addictive behaviours,” says Dr Rajesh Sagar, professor of psychiatry at All India Institute of Medical Sciences.
“The impulse control, however, doesn’t make them rash because their lack of guilt and remorse makes it possible for them to clinically plan ahead,” says Dr Sagar.
The lack of impulse control is very different from, say, road rage, where people act on a trigger. “Paedophiles have sexual fantasies and a time comes when they are no longer able to handle it, so they work towards getting gratification,” says Dr Sagar.
Studies using fMRIs and PET scans show structural abnormalities in the frontal and central regions of the brain (low volume of gray brain matter in the central striatum) linked with compulsion, poor judgement and repetitive thoughts.
Rastogi displayed all these traits. He was superstitious bordering on obsessive-compulsive –he travelled to Delhi wearing his “lucky” red jacket only on Sampark Kranti Express on odd dates.
He was so organised that he would mark the dates on a calendar, carry clothes for his victims to entice them, tell his wife he was travelling on work before heading to Delhi to rape little girls.
“This kind of ‘grooming behaviour’ to build trust is typical of paedophiles, who are often people the child trusts. That’s a major reason why disclosure of rape is less than 10% in cases involving children,” said Dr Sagar.
Paedophilia cannot be cured as the sexual urges never go away, which is why treatment focuses on preventing further offences. “Child sex offenders show no remorse and exhibit poor judgement, which keeps rates of repeat offence very high,” Says Dr Parikh. “Knowing they are likely to get away with it adds to the high.”

A former Skegness hotelier has been jailed for 14 years after admitting rape and other sex attacks on young boys.
Paul Parker, who ran a hotel in the resort from the late 1980s, was told by Judge Michael Heath that he caused “incalculable damage” to his two victims.
The judge said one of the boys has since described how his life had been ruined by the attacks he suffered at the hands of Parker.
Parker, 57, who formerly lived at Chapel St Leonards but is now of no fixed address, admitted four charges of indecent assault on a male and a further charge of indecency with a child between January 1997 and January 1999 relating to one boy.
He also admitted one charge of rape and two charges of causing a child to engage in sexual activity between 2007 and 2012 in relation to a second boy under the age of 13.
He further admitted making an indecent photograph of a child.
Parker was placed on the sex offenders’ register for life and given an indefinite sexual harm prevention order banning him from future contact with any boy under the age of 16.
Andrew Howarth, prosecuting, told Lincoln Crown Court that Parker was initially arrested following a complaint made to police about the 1990s offences.
During that investigation police found photographs which showed Parker sexually abusing a second boy.
Officers later traced the boy who made a complaint that he had been raped and sexually abused by Parker.
Mr Howarth said that the boy abused in the 1990s has since suffered from anxiety and depression together with problems in controlling his anger.
The second boy has also suffered serious problems as a result of the abuse he suffered and is now struggling to deal with what happened to him.
Terry Boston, in mitigation, said Parker had never been in trouble before and pleaded guilty to the charges.
He told the court that the offences occurred when Parker had difficulties in his personal life.

Investigators are looking into a possible third victim of an alleged child rapist arraigned in Southampton Town Justice Court Friday morning, prosecutors said.
Shawn Reid, 26, of Flanders was accused of rape following a 10-week-long investigation by town police and Suffolk County Child Protective Services into the alleged abuse of two girls, ages 6 and 7, according to Southampton Town police.
The alleged abuse took place during the summer of 2009, according to justice court documents.
Mr. Reid was arrested at police headquarters Thursday by Southampton police detectives and charged with two felony counts of first-degree rape, said police Lt. James Kiernan.
The prosecutor at Mr. Reid’s arraignment, assistant district attorney Carla Egan, said authorities are investigating a third victim, who lives outside the Southampton Town jurisdiction. Ms. Egan also said Mr. Reid admitted to having sexual contact with the two girls.
She asked for the court to set a high bail in the case due to the severity of the charges.
Mr. Reid’s court-appointed attorney, Michael Dipresso, said the man had a “mental disability of some kind,” so any confessions would not carry the same weight in court. Mr. Reid has lived in Flanders all his life, Mr. Dipresso said, and is currently on disability and does not work.
Mr. Dipresso said his client lives with his mother and brother, who — along with Mr. Reid’s uncle — were in court to support him. The defense attorney asked for a lower bail of $10,000, which was rejected by the court.
Mr. Reid was held on $250,000 cash bail or $500,000 bond. Orders of protection were also issued barring Mr. Reid from approaching the alleged victims.
He is due back in court next week and a grand jury that could indict Mr. Reid on county criminal charges is set to review the case.

Police have used DNA to track down and arrest a man accused of a number of sex attacks on women and a child across Brisbane and the Gold Coast.

The 50-year-old was arrested by officers at the Gold Coast University Hospital on Saturday, after it’s believed the man was bashed and taken for medical treatment.
Police allege the man disguised himself when he broke in to homes across the Gold Coast and Brisbane and raped four women.
The man attacked a 33-year-old woman in the bedroom of her Southport unit almost 12 months ago.
Police then used DNA to link the suspect to three other rapes on women in Springwood, Coombabah and Sunnybank.
It’s also alleged the man sexually assaulted a child two months ago, which led to the DNA breakthrough.
Detectives suspect the man may be responsible for at least another eight attacks over the past decade.
The serial rapist has been charged with 14 offences, including four counts of rape, two counts of sexual assault and one count of indecent treatment of a child under the age of 16, and appeared in court on Monday.
The man had been waiting in the dock when a fire alarm sounded, forcing the court to be evacuated.

SAN ANTONIO - A serial rapist who targeted both children and the elderly was sentenced on Tuesday to 40 years in prison.

Eric Hemphill, 36, entered "no contest" pleas on several charges, including aggravated sexual assault of a child and aggravated sexual assault of the elderly.
Hemphill was arrested in May 2015 after he tried to rape to young girls after breaking into their apartment. He was later linked to three other rapes when his DNA was entered into a national database.
The youngest victim was 13 years old, while the oldest was 79.
