A Holland man was sentenced to 25-40 years in state prison on Monday, Feb. 13, for sexually abusing an 11-year-old girl.
Lowell Charles, 56, was arrested in September on charges of first-degree criminal sexual conduct against a child younger than 13, second-degree criminal sexual conduct against a child younger than 13 and producing sexually abusive material of a child. Ottawa County assistant prosecutor Jennifer Kuiper-Weise said Charles' case was "one of the worst and most vile child pornography cases" she had seen.
As a plea deal, Charles plead guilty to the first-degree CSC charge in exchange for the other charges being dismissed.
Investigators with the Holland Department of Public Safety said Charles sexually abused the girl for more than a year and recorded some of the acts on a cellphone.
According to a transcript of a court hearing establishing probable cause for the charges against Charles, Detective Scott Weiss with HDPS testified police were called by an employee at a local cellphone service provider who said he believed a phone he was servicing possessed child pornography.
An Ottawa County Sheriff's Office deputy responded to the call, obtained a search warrant for the phone, which belonged to Charles, and discovered several nude photos and videos of the child, including some showing Charles committing sexually abusive acts against her.
A subsequent search of Charles' home on E. 20th Street in Holland found handwritten notes that Weiss said he believed to have been related to the abuse. In those notes, Weiss testified, Charles allegedly wrote "concerns he had," including that there was video of the acts but that Charles was unsure if it showed his face.
Charles received credit for 43 days already served in jail. Upon his release, he will be subject to lifetime monitoring as a registered sex offender.

Police are asking for the public’s help in finding a Meridian man accused of sexual battery of a teenage girl, according to a Meridian Police Department press release.
MPD said Richard Dickson, 42, is wanted for multiple counts of sexual battery of a minor.
According to the release, a friend of the teen victim contacted police on Feb. 7, telling law enforcement they believed Dickson had sexual contact with the girl.
Officers searched Dickson’s residence, in the 200 block of W. Maple Ave., on a warrant on Feb. 8. Dickson was arrested on drug trafficking and misdemeanor possession of drug paraphernalia as a result of that search, MPD said.
Dickson then bonded out of jail before police were able to gather enough evidence to charge him with sexual battery. They have not been able to find him since.

Police seek Meridian man suspected of sexual abuse of teenager FEBRUARY 14, 2017 NICOLE BLANCHARD

A former maths teacher has been jailed after admitting to a series of horrific sex offences against teenage girls.
Thomas Gander, 32, has been sentenced to eight years and ten months for offences including rape and child sexual exploitation against five schoolgirls aged between 13 and 17 years.
The offences took place against girls in Godalming, Surrey, Croydon, south London and online.
As he was jailed, police said 'a dangerous paedophile has been removed from our streets', adding Gander, 'chose to ignore his professional expertise and deliberately set out to snare and abuse impressionable young girls.'
Judge Jonathan Black also gave Gander a three year extended licence, a sexual harm prevention order and ordered a £120 victim surcharge at Guildford Crown Court on Monday.
He pleaded guilty to causing a child to engage in sexual activity, meeting a child following sexual grooming, five counts of sexual activity with a child, three counts of inciting a child to engage in sexual activity, inciting child exploitation and possession of an indecent photograph.
Detective Chief Inspector Adam Colwood of Surrey Police Complex Abuse Unit said: 'The community should be reassured that a dangerous paedophile has been removed from our streets.
'Gander knew exactly what should be undertaken to safeguard youngsters but chose to ignore his professional expertise and deliberately set out to snare and abuse impressionable young girls.
'The online entrapment he used will immediately send out alarm bells to parents and I would encourage adults to be constantly alert and aware to what their children are doing online.
'Remember it could be one of your family that is lured in by someone similar to this insidious individual.' 

Toledo Police need your help identifying the person in this sketch. This is a police sketch of a suspect officers say raped two teenage girls.
Police say the first assault happened in an alley off Park Street by Lagrange and the second one was in an alley off Hudson Street near Elm.
The suspect has been described as "a light skinned black male, blue eyes, about 5'10" tall with a medium build." Both victims stated that he has a bushy ponytail that was sticking out of the back of a hat.
"This is a very heinous crime," Lt. Joe Heffernan, Toledo Police Department said. "We are concerned that this individual is still out there."
There is also major concern for the well-being of the two victims who are just 13 and 14 years old.
"Children are more likely to repress the memory or not really understand what's going on," Keri Black, Program Manager at the YWCA HOPE Center said.
Housed inside of the Toledo YWCA, the facility provides services 24 hours a day, for sex assault victims across Lucas and Fulton counties. Black says rape is a very real problem, affecting real people everyday.
"We serve upwards of 2,000 victims a year, both male and female," Black said. "All ages, races and economic backgrounds."
It's her hope that all victims get the help they need. Reporting the crime is a big first step.
"an estimated 80% of sexual assaults go unreported," she said. "Unfortunately, if they go unreported, they're not being referred for services."

Police release sketch of man they say raped two teens   

A convicted rapist will be deported back to the Philippines.
Carlo Alfred Tenorio Borja, who’s served 10 of his 15 years at the Department of Corrections for sexual assault, will go before an immigration judge for deportation, according to a release from Adelup. He's the 23rd criminal to be deported, the release stated.
Borja confessed to the kidnapping and rape of a 9-year-old girl in October 2005. He kidnapped the girl while she was walking to a bus stop on Happy Landing Road in Tumon.
According to Superior Court of Guam documents, Borja allegedly pulled a knife on the girl and asked her: "Do you want to die?" He then took the girl to the Harmon Industrial Park area and raped her.
The rape prompted a five-month search by police, which ended when a different girl spotted Borja at Micronesia Mall. The girl was 12, and Borja allegedly sprayed her with urine at a Wusstig Road bus stop several months earlier, court documents state.
Shortly after Borja was arrested, the families of two other girls — ages 13 and 14 — filed separate reports alleging their children also had been sexually assaulted by the suspect.
Fifteen of the 23 criminals deported, including Borja, were convicted for criminal sexual conduct.
Oyaol Ngirairikl, the governor's director of communications, said most of the non-U.S. citizens incarcerated at the Department of Corrections are convicted of criminal sexual conduct, which is why many of those deported have committed the same type of crime.
"In addition, not all crimes are considered deportable crimes," she said.
U.S. immigration officials flagged Borja as having committed a deportable crime and police notified the victims, the release stated. They told police they support Borja's deportation, the release stated.
Borja faced a maximum sentence of life in prison but was sentenced to 15 years in prison in 2012 after signing a plea agreement with the Office of the Attorney General, Pacific Daily News files state. At the time, he'd already served six years in prison.
Borja was eligible for parole next year, the release from Adelup stated. His scheduled release was 2021.
As a result of the plea agreement, the Office of the Attorney General agreed to dismiss all of Borja's other cases, including an allegation of another rape, a molestation case and three cases of flashing. In total, about 30 charges from six cases were dismissed.
Borja is an immigrant from the Philippines.
Office of the Attorney General Chief Prosecutor J. Basil O'Mallan after Borja was sentenced in 2012 said he was "satisfied" with the resolution of the case.
"Although there is a possibility (Borja) could have served longer, it is a good balance of keeping this dangerous pedophile off the streets of Guam until he can be deported," O'Mallan said.

Child rapist to be released early, deported to Philippines Jerick Sablan Feb. 15, 2017

COOKEVILLE, Tenn. - A 31-year-old man has been charged with child rape in Putnam County.
Officials with the Putnam County Sheriff’s Office said Landon Paul Powers, of Cookeville, has been arrested for raping a child younger than 13-years-old.
The investigation began after a sample was collected and sent to the Tennessee Bureau of Investigation Crime Lab for analysis.
Authorities said the sample matched Powers’ DNA provided to a database from a previous conviction. 
Powers listed his address as homeless but previously lived on Springdale Drive.
He was held on a $1 million bond. 

Cookeville Man Charged With Child Rape Feb 14, 2017

A 43-year-old man has been arrested for raping a 5-year-old girl, Eastern Cape police said in a statement on Tuesday.
The child was raped on Saturday afternoon at a forest near Marhambeni township, in Zazulwana Village, Butterworth.
The suspect was arrested on Monday.
Police spokesperson Jackson Manatha said the man was supposed to take the child home, but instead took her to the forest where he raped her.
The two had left the child’s mother at the river where she had been washing clothes.
Manatha said: “The victim broke her silence to her mother about the rape after her mother arrived at home.”
The suspect is expected to appear in the Butterworth Magistrates’ Court on Wednesday.

Major advancements in DNA technology have helped convict a man over the sexual assault of a six-year-old Perth girl more than a decade ago.
Roland George Stayt, 49, committed the offence in January 2006 at a park in Medina, south of Perth.
But it was not until 2014 that Stayt was charged when a review of the case file led to a breakthrough.
Using advanced technology systems, police were able to extract a new DNA profile from the victim's clothing which was linked to Stayt.
The 49-year-old landscaper was arrested in July 2014 and charged with sexual penetration of a child under 13.
On Wednesday in the WA District Court Stayt was jailed for four years and six months. He pleaded not guilty, but a jury found him guilty of the offence following a trial late last year.
The court was told Stayt sexually assaulted the then six-year-old at the Medina park during a tee-ball game.
The girl had gone into a block of toilets to fill up a water bottle, where he assaulted her. Neither knew each other.
Police investigated the case at the time and tested the girl's underwear for DNA but could not find a match.
Police have confirmed the case was one of the very first unsolved sex offences to be re-investigated by a new WA police unit using new technology.
"This case was one of the first identified for re-examination under the (then) new program of review of unsolved historical serious crimes, initiated by WA Police in 2014," Acting Superintendent Peter Branchi said on Wednesday.
"Seeking to take advantage of the significant advancements in forensic technology in the period since the physical exhibits were originally examined in 2006, investigators submitted the material for further forensic analysis in 2014.
"As a result, a DNA profile was identified and matched to a profile on the WA DNA database.
"WA Police is committed to investigating historical unsolved serious crimes, no matter how old they are and will continue to utilise forensic technology as it evolves."
In a statement released to the media, the girl's mother said her "family was extremely grateful that justice had been served."

"When my daughter was assaulted all those years ago the police did everything they could to find the person but could not find him. So we tried to put it all behind us. Two years ago we were so shocked when the police (called) to say they had found the person," the mother said.

"Although the process was long and it took its toll on our whole family, we couldn't have asked for better support from everyone involved including child witness services, the prosecutor and the police. We are thankful that the police re-opened this case and the perpetrator is now in jail."
At Stayt's sentencing on Wednesday, the court heard he had previously been jailed for three years for child sex related offences in 2009.
He suffered a brain aneurism at the age of 18 and suffered from depression. The court was told he was a "low to average" risk of reoffending.
Judge Stephen Scott said sexual offences against children in the community were "alarmingly prevalent."
"The long-term effect on victims is considerable," he said.
"The community needs to be aware...that there is never any excuse for sexually abusing a child and those who act in this way and steal the innocence of children in a sexual manner will be properly punished.
"Children in our community should not be at risk in this way, when they are participating in activities in which they should surely be safe."
Stayt's four-year sentence was backdated to December 5, 2016 and he was made eligible for parole.

CAPE TOWN - A De Aar man has been sentenced to life behind bars for the 2015 rape of an eight-year-old girl.
Ricardo Absalom was sentenced in the De Aar Regional Court last week.
Absalom was arrested shortly after he raped the little girl in November 2015.
The police’s Captain Olebogeng Tawana said: “The girl was playing with her friends, he called, gave her money and asked her to go buy cigarettes and salted snoek fish. Ricardo then grabbed her, dragged her into his room and started to rape her.
The victim led detectives to the crime scene after reporting the attack to a relative.
It was thanks to the evidence and the child's testimony that Absalom was successfully prosecuted.
The 37-year-old man has a previous rape conviction dating back to 2008.
