LAUREL COUNTY, Ky. (WKYT) - Police charged a truck driver, who was already on house arrest with several crimes, after officers say they found him in a hotel room with two teenagers.
London Police arrested 23-year-old Joshua L. Wagers of London. They charged him with two counts of unlawful transaction with a minor of the first-degree – illegal sex act under 16 years of age, two counts of third-degree rape, and two counts of third-degree unlawful transaction with a minor.
On Saturday at 2:15 a.m., London police received a complaint through dispatchers of a truck driver at Baymont Inn with an intoxicated minor. According to his arrest citation, police became aware of Wagers' activity because of posts on his social media page.
Police observed a female in her 20s drinking alcohol sitting next to a semi parked in the hotel lot. Officers approached the woman who left and attempted to go inside a room. When officers opened the door to that room, they found a 13-year-old and 15-year-old.
Police say Wagers picked up the juveniles and took them to the Shell Truck Stop on W. KY-80. Detectives say Wagers had the semi-truck waiting, stocked with alcohol. Investigators believe Wagers provided the girls with alcohol before taking them to the Baymont Inn. The 15-year-old told police that Wagers talked her into having sex on two occasions.
Police released the juveniles to their parents following the conclusion of the on-scene investigation. The 15-year-old victim was transported to Saint Joseph London KentuckyOne Health's Emergency Room for doctors to complete a sexual assault kit.
This is not Wagers first arrest for crimes involving juveniles. Back in Sept. 2016 , the Laurel County Sheriff's Office charged Wagers with seven crimes, including attempted rape, attempted impersonating a peace officer, and illegal possession of legend drug. They say Wagers was meeting up with a 12-year-old girl to have sex. The girl's father became aware of what was happening because he monitored his daughter's social media accounts.
As part of a plea deal, Wagers entered a guilty plea to attempted impersonating a peace officer and illegal possession of legend drug. The prosecution dropped all of the other charges. Jail officials discharged Wagers on a property bond on Jan. 23. He is currently under house arrest.
The court scheduled a revocation hearing for March 7.

A CHILD rapist who fled to Pakistan to evade justice has been jailed for almost 10 years.
Muhammed Saleem, 19, wrote to his father saying he was the victim of racism and false allegations before leaving the country in 2015.
But last month Saleem told family it was ‘time to face the music’ and flew back to the UK where he was arrested.
While he was away he was convicted of raping a teenage boy who he lured to his attic, pulling up the ladder so the boy could not escape.
Preston Crown Court heard Saleem, of no fixed address but formerly of Blackburn, bullied the boy and his 14-year-old friend into sexual activity with him.
Judge Jacqueline Beech, sentencing, said: “(One boy) felt ground down by you and eventually caved in.”
The court heard the two boys had planned to camp out in the garden but Saleem persuaded them to come to his home when it started to rain.
He took the boys to the attic but when one boy decided to leave he tried to warn his friend he shouldn’t be alone with Saleem.
However the boy did not understand his friend’s gestures and stayed in the attic, where Saleem raped him.
Judge Beech said: “The boy was effectively trapped. Even if he had been able to leave the bedroom he would not have been able to descend the ladder.
“The boy attempted to fight back. He was trapped in the attic, unable to leave.”
Saleem’s offences came to light when the other boy’s mum looked at his mobile phone and saw threatening text messages from Saleem.
In a victim personal statement, the boy who was raped by Saleem said he had suffered anxiety and flashbacks.
He said the police turning up at his house was ‘like a bomb being dropped on it’ and said he felt he had no control over his life.
Saleem was arrested and granted bail while the allegations were investigated.
He was allowed to return to his family home.
A trial date was set for August 2015 but on August 17 the prosecution alerted the court that Saleem appeared to have fled the country via Dublin
Judge Beech said: “You wrote an entirely self-serving letter to your father. Your stance was ‘I didn’t do anything wrong and I am a defenceless victim of racially motivated allegations’.”
Saleem was convicted of three counts of sexual activity with a child, two counts of rape and one of sexual assault. He was jailed for nine years and nine months.

Hyderabad: A 17-year-old intermediate student was kidnapped and gang-raped by four youths, including two minors, at Bandlaguda. The gang kidnapped her when she was walking home on Tuesday evening.

The main suspect, Sheikh Sayed Bawazir, 20, had been blackmailing the girl saying that he had proof of her meeting her boyfriend. The victim's mother alleged that all the suspects sexually assaulted the girl.

Chandrayangutta police said they have confirmed the role of Bawazir, and are checking the role of the others. Police arrested Bawazir for rape and kidnap.
Another person named Saud bin Muhsin,19, was also detained.

The minor girl told the police that Bawazir kidnapped her on a bike. She said did not shout for help as she didn't know he was going to rape her. The girl said that on Tuesday evening she was walking home.

Bawazir approached her on a bike and started telling her that he knows about her relationship with a boy, and that he had photos of them meeting. Bawazir threatened her that he would tell her mother about it. He then asked her to accompany him on his bike.

Initially, she refused to go. But, he continued to threaten her and told her that he would drop her back soon. Fearing him, the girl sat on the bike. As Bawazir started driving towards an abandoned tent, which was earlier a hookah parlour, three others started following them on another bike. Bawazir took her inside and raped her.

"A neighbour told me that a person had taken my daughter on a bike. I searched the entire area but could not find her. Hours later, she came back and told what happened," said the victim's mother. Inside the tent, the girl cried for help. But Bawazir and the others threatened her, and later dropped her back.

Police said they have framed charges against Bawazir for rape, kidnap and criminal intimidation. The other three were booked for kidnap. "Bawazir raped the girl. The role of the others are being investigated," said inspector Y. Prakash Reddy.

GURUGRAM: A 22-year-old man was booked for sedating and raping an 18-year-old girl on Valentine's Day.

According to the police, on Wednesday the survivor, a Class XII student, along with her parents approached the Sadar police station and filed a rape case against one Vishal, who works with a courier company. "Four months ago I met the accused through a friend in a temple and exchanged our numbers. On February 14, Vishal called me to meet him for a movie, following which we went for lunch. I started feeling uneasy and lost my consciousness after drinking the cold-drink he offered me. Then he took me to a hotel and raped me. Later, he dropped me near my house and threatened me that if I revealed anything, he would kill me," the survivor stated in her complaint.

According to the police, the girl revealed about the crime to her mother on Tuesday, following which they approached the cops.

An FIR has been registered under sections 376 (rape), 506 (criminal intimidation) of the IPC against the accused.

A city court today awarded life imprisonment till death to a 22-year-old man for raping and killing an 81-year-old widow at her South Delhi residence two years ago, saying it was a “brutal and diabolic” act. “Keeping in view facts and circumstances of the case, I sentence the convict to undergo rigorous imprisonment for life which shall mean imprisonment for the remainder of his natural life or death,” Additional Sessions Judge Sanjiv Jain said while handing down the jail term to Neeraj Safi, the victim’s servant who raped and killed her in her Greater Kailash-II house on July 7, 2014

“In the instant case, the convict not only committed the vile act upon the victim, an old lady aged 81 years, but also strangled her to death. He was her full-time servant and was engaged to take care of her. He set the victim on fire after cutting pieces of mattress and using kerosene oil. The act of the convict was brutal and diabolic,” the judge said.
The court, which said he committed a heinous offence and betrayed the trust of his master who was an aged lady, refused to award death sentence, considering Safi’s age and clean antecedents.
“It is also true that the convict is a young man aged 22, and does not have previous record of conviction and his parents are old and poor, but it is still noted that he committed rape and murder of his master aged 81 years who used to live alone. He betrayed her trust and did heinous offence.
“On considering the facts and circumstances of the case, balancing the interest of the society at large and the rights of the convict, I am of the view that this case does not fall under the category of rarest of rare case warranting death sentence,” it said.
The court also observed that “brutality in taking away the life of the victim is only one of the factors which is required to be taken into consideration for coming to the conclusion that the case in hand is one of the rarest of rare ones,” adding that it has to strike a balance between aggravating and mitigating circusmtances.
Besides the jail term, the court also imposed a fine of Rs 18,000 on him considering his poor background.
Special Public Prosecutor A T Ansari, who was also the prosecutor in the December 16, 2012 gangrape case, had termed the incident as “more gruesome” than the Nirbhaya case which had triggered a public outcry across the country.
The SPP hailed the judgement, saying “I am satisfied that the accused has been held guilty on all counts of charge. This is one of the few cases I have dealt with in recent past including Nirbhaya case where accused demonstrated exceptional depravity and extreme brutality.”
The victim’s family, however, expected harsher punishment for the convict.
“Justice has been delivered. However, we were expecting a harsher punishment. Till now, we have not gone through the verdict. The moment we go through it, we will take our call accordingly,” said the victim’s daughter.
The court had on January 31 this year, convicted Saifi of offences under sections 302 (murder), 376 (rape) and 201 (destruction of evidence) of IPC.
The police, in its charge sheet, had said that on July 7, 2014, the convict raped Rekha Duggal, who used to stay alone since her husband died in 2005, and then strangled her with her ‘chunni’.
The convict, who hails from Madhubani in Bihar, had then set the body of the victim on fire using kerosene and dragged it to an adjacent room, the police had said.
After killing her, Safi tried to mislead neighbours and the police about her whereabouts stating that she had not returned from her evening walk in a nearby park, the police had said.
The trial began on November 8, 2014 and was conducted on a daily basis for some time. However, due to pendency of forensic reports, it was discontinued.
The judgement in the case was reserved in July 2016, after the hearing of the final arguments.
