An 18-year-old faces multiple charges, including rape and abuse of a corpse, after a woman was found dead in a Siloam Springs home, officials said.
On Feb. 17, officers responded to a call around 10 p.m. that someone was dead inside a home in the 200 block of Meadow Court, according to a Siloam Springs Police Department news release.
Officers found the victim and identified her as 20-year-old Leslie Perry of Siloam Springs, police said.
After an investigation into her death, police arrested Austin Grammer of Siloam Springs on Wednesday. An online jail record lists his address as the residence where Perry's body was found.
He is charged with rape, abuse of a corpse, manslaughter and tampering with physical evidence, officials said.
Grammer was booked into the Benton County jail around 8 p.m. and is being held without bail. His court date was not yet listed on online records.
The investigation is ongoing.

An Oklahoma missionary who volunteered at a children’s home in Kenya was sentenced to 40 years in prison Monday for sexually assaulting three girls and a boy while working at the facility, according to court documents.
Matthew Lane Durham, 21, was sentenced to four decades in prison by Judge David L. Russell on four counts of “engaging in illicit sexual conduct in foreign places,” according to court documents.
“In a span of just 33 days,” prosecutors wrote to the court, Durham “raped three girls — ages 5, 9 and 15 — at least eight times. During that same time period, he sexually molested a 12-year-old boy twice.”
The prosecutors said that Durham “not only forcefully sexually abused these children,” but “he psychologically damaged them by taking advantage of their trust he received from the children.”
A jury found Durham guilty on seven counts of the charge in June, court records show. Russell acquitted Durham on three of the counts in January, writing that the prosecutors “failed to establish that he engaged in a ‘sexual act’ ” with the children identified in those charges.
Durham’s attorney, Stephen Jones, told CNN on Monday that he plans to appeal the court’s decision.
Fallout in Kenya
The region of the eastern African nation that Durham volunteered in has also been shaken, prosecutors say.
In a sentencing memorandum to the court in February, they wrote that Durham’s actions “have had a chilling effect on the lives of dozens of foreign volunteers in Kenya and elsewhere who must now live under the cloud of suspicion … there is a real perception among Upendo’s local Kenyan community that more pedophiles lurk among the volunteers, especially the male volunteers.”
In 2014, Durham arrived at Upendo Children’s Home in Nairobi to volunteer with neglected children, according to the criminal complaint. Durham had previously volunteered at the school three times before.
The organization, funded by an American citizen, recruits volunteers from the Oklahoma church community and provides food, housing and clothes to neglected children in Nairobi, according to the complaint.
Upon arriving in 2014, Durham requested to stay at an “overflow bunk” in the school rather than an off-site facilities with sponsor families to be in a “better position to assist the children,” the complaint says.
A school caretaker began to notice odd behavior between Durham and the children, including “lingering embraces” and “lying beside some of the children on their beds” at night, the complaint says.
Durham was confronted by leaders at the school who then held his passport, the complaint says. They returned the passport to him days later, and he flew back to Oklahoma.
At the time of his arrest, Durham’s attorney told CNN that Durham was coerced into a confession to get his passport back.

Missionary sentenced to 40 years for sexually assaulting children in Kenya FEBRUARY 23, 2017

PARISH, N.Y. -- A 19-year-old from Oswego County has been arrested on rape charges, according to New York State Police.
On Wednesday, a sexual abuse complaint was filed in Parish. While investigating the incident, troopers learned that Dakota L. Bertges had sexual intercourse with a child under the age of 13.
Bertges was taken into custody and is now facing charges of rape in the first degree. He was arraigned in court and sent to the Oswego County Jail with bail set at $25,000 cash bail, $50,000 bond.

(KMSP) - Fourteen-year-old Jasmine Hansen did not imagine her nightmare would begin just a few miles from home on a warm summer night in June 2016.

Jasmine and a friend snuck out and walked to a nearby Walmart to meet two men. One of them knew Jasmine’s friend. The other man, 18-year-old S’emaj Okongwu, they had both encountered on social media

Okongwu was a promising cornerback at Apple Valley High School. He was planning on playing at Itasca Community College the coming season.

"He was in the passenger seat, his friend was driving and we got in the back and went out to Burnsville,” Jasmine said. 
And it's there, at Okongwu's Burnsville home, that court documents allege he began to force himself on Jasmine.
He first used his hands, but Jasmine pulled away.

“[I was] thinking he'd get the vibe,” Jasmine said. “I don't want to do anything with him…couple times after that he flipped me onto my stomach, took my pants off and continued to rape me."
It would last about ten seconds. When it was over, Jasmine ran for the door. Her friend had already left.
As she walked out, Okongwu said some final words she’ll never forget.
"He's like, ‘This didn't happen’,” Jasmine said.

Court documents reveal a striking pattern.
In May, just 34 days before Jasmine's encounter with Okongwu, he took a 13-year old girl into his Burnsville home where he took off her clothes and raped her.
The young victim would not come forward to police until months later. But in late June, Jasmine mother's had a feeling her daughter was not alone.
"Too much about it that felt this had happened before. That he had hurt other people and needed to be stopped,” Melissa Simon, Jasmine’s mother, said.
On June 17, just hours after Jasmine's rape, Okongwu was arrested by Burnsville police. He was later charged with third degree criminal sexual conduct.
But, his bail was only set at $1,500 – far less than bail amounts that would eventually follow. The conditions of his release did not stop him from being around underage girls.

Melissa says she thinks about that all the time.
“It hurts because I wish I could have saved them,” she says.
Melissa worried what might come next, but she never imagined it would happen at a place like the Sand Hill Lake Bible Camp.
Located near Fosston, Minnesota, the camp is described on their website as a place where "the prairie meets the pine.”
But in late July, it was also a place where a man charged with rape met dozens of young girls.
"It's like an accident, you see an accident happen, you don't plan on the accident but it happens,” said camp manager Don Van Klompenburg.
On the night of July 28, investigators allege camper S'emaj Okongwu forced a 16-year-old girl onto a rock, pulled down her pants and raped her.
Fox 9 asked Polk County investigators why S’emaj was not arrested on the spot.
"Like anything we have to make sure we have probable cause to make an arrest and by the time we got there [S'emaj] had already been back to the cities,” Polk County Sgt. Mike Norland said.
Norland led the investigation. By the time it was over, sheriff's deputies would learn there was not one victim, but two.
Court documents alleged that on July 25, Okongwu was also able to isolate a 15-year-old girl, pulled down her pants and sexually assaulted her.
Neither Polk County investigators nor bible camp management say they knew at the time that Okongwu was charged with rape.
It seemed, whether by accident or on purpose, Okongwu was learning how to evade the system.
"The system is really not able to respond the way that it should, the way these victims deserve and so it's producing collateral damage,” Kristen Sukura, executive director of the Sexual Violence Center in Minneapolis, said.
At the Sexual Violence Center, Sukura knows the names and faces the system often forgets. Stories easily lost in staggering statistics that show for every 100 rapes, only about five to 20 will ever be reported.
"The people who are actually going to do that are brave and that their bravery cannot be met with justice is just a very sad thing,” Sukura said.
It would not be until Sept. 28, two months after the alleged Polk County sexual assaults, that a warrant for Okongwu's arrest would be issued. It was about that time that his football stats came to an abrupt end.
Okongwu kicked off the team on Sept. 30, but he remained a student at Itasca Community College until Nov. 1.
The Itasca Community College provost told Fox 9, Okongwu "removed himself voluntarily.” The decision lined up with what happened just days earlier on Oct. 31, when allegations connected to the very first sexual assault in May triggered a third warrant for his arrest.
On his way out of the Dakota County courthouse, S’emaj Okongwu had nothing to tell FOX 9. By this time he'd been arrested and bailed out three times.
In the long, cold walk back to his mother's car, there was plenty to consider – a sexual assault in June, two in July and now another, with the one that started it all back in May now finally coming to light.
But months after the first assault, Okongwu was free once again.
"He doesn't deserve to be walking the streets, we don't know what he is doing,” Jasmine said.
"We feel failed, we feel like the system has failed us,” Melissa said.
Okongwu has so far pled not guilty to all charges in Dakota County. But for Melissa and Jasmine, the truth remains anything but innocent. Their reality is one full of questions that will last a lifetime.
"I wish it didn't happen to any of us, but also I wish I was the only one,” Jasmine said.
Okongwu has also pled not guilty to all charges in Polk County. Jasmine's case is scheduled to go to trial this April.

A Delhi court has sent a 22-year- old youth to seven years in jail for raping and threatening a woman.
Additional Sessions Judge Praveen Kumar handed down the jail term to Southwest Delhi resident Rajender while holding him guilty of offences under sections 376 (rape) and 506 (criminal intimidation) of the IPC and also imposed a fine of Rs 40,000 on him.
The special fast track court, which decided the case in one year, has also directed the Delhi District Legal Aid Services to award appropriate compensation to the woman under the Victim Compensation Scheme floated by the government.
The judge rejected the contentions of the convict that the woman went to her house instead of police station after the incident, saying "I find nothing unusual in the victim going to her house first. One cannot expect every rape victim to straightaway go to police station and lodge complaint." It also turned down the claim that the 21-year-old victim had falsely implicated the youth due to an earlier scuffle between them, saying "it is not believable that a girl would falsely implicate any innocent person in a grave offence like rape just for the reason that an altercation had taken place with her."
According to the prosecution, on the foggy morning of January 18, 2016, when the woman was walking towards a bus stand from her house to go to office, the accused caught hold of her from behind, gagged her and took her to the fields at a village near Dwarka.
It said when she raised an alarm, he threatened to kill her, adding that she tried to run away and cried for help but the accused dragged her to an isolated area and raped her.
During trial, the accused denied the allegations saying he was falsely implicated as he had an altercation with the woman two days before the incident and she was taking revenge by making the complaint.

A 19-YEAR-OLD man from Maphisa, who was being accused of raping a Zanu PF MP from Matabeleland South, has been acquitted on the technicality of mistaken identity.

The teenager’s lawyer, Prince Bushe-Dube, said the case was last week dismissed by Gwanda regional magistrate Mark Dzira after it emerged that the police officers handling the matter had bungled the investigations.
“Our defence was that of mistaken identity,” he said.
Bushe-Dube added: “We argued that the police had arrested a wrong person. This happened at 2am, there was no source of light, no moon, no tower light; it was a question of mistaken identity. Our argument seemed to be confirmed by the witnesses. The first State witness said the accused was wearing brown three-quarter trousers, the second said the accused had red three-quarter trousers, and the third witness said he was wearing orange three-quarter trousers.”
Bushe-Dube said the State’s case collapsed as a result of inconsistent evidence due to the failure by the police to do their work thoroughly.
“It is not fair for the complainant to have such tardy investigations around her case. This is a case which could have been resolved through the use of DNA tests since the doctor gave evidence that he had recovered some semen from the complainant within two hours of the alleged rape. The doctor, however, did not hand over the semen to the police.
“The police, on their part, did not subject the accused person to the process of extracting semen for DNA purposes.
This is one of the cases that exposes police incompetence leading to possible injustice to the complainant.”
The State had alleged that on November 11 last year, the complainant left Thutshu night club in Maphisa in the company of three other people.
When they got to a football pitch at Maphisa growth point, they started singing traditional songs and two of them got into a trance and fell down, leaving the complainant without an aide.
The State alleged that it was at this time that the teenager emerged from the dark night and raped the legislator at knifepoint.

Investigators say a Campbell man repeatedly raped a girl from the time she was 11 until she turned 14 years old.
Those allegations are leveled in an indictment handed up Thursday by the Mahoning County Grand Jury charging 23-year-old Richard Cochrane with four counts of rape and two counts of unlawful sexual conduct with a minor.
According to the indictment, during a period beginning in June 2011 and lasting through July 2014, Cochrane used force to compel the girl into engaging in sexual conduct.
If convicted, Cochrane could be sentenced to life in prison.
“The world's not used to people like me, they still have Hitler within their hearts,” the shaky writing reads. “… It likes to pound you to the ground, and lock the door for your opportunities, and leave you helpless, without a sound.”

“Why lord why does this happen to us, send us to earth to be sent to the back of the bus.”
This is the poem a young, disabled Black man wrote after his suicide attempt last year. Months earlier he had been raped with a coat hanger by his white teammates, from whom he had endured racist bullying for months on end.
Now, 18-year old John R.K. Howard — the only perpetrator not a minor — is likely to go off lightly for the crime.
While originally charged with forcible penetration by use of a foreign object, a major felony under Idaho law, by December, that charge was dropped and replaced by a charge of felony injury to a child. The prosecutor in the case has argued that the attack was not racially motivated and did not constitute a sex crime.
Howard has also been able to agree to a plea bargain that maintains his innocence, yet confirms “there is sufficient evidence for a jury to convict (him).”
Details of his punishment will not be issued until Friday, but they will likely only include 300 hours of community service and "racial sensitivity" classes.
The light reprimanding has many comparing Howard's treatment to the case of Brock Turner, a college rapist who was sentenced to just six months in prison and served only three, sparking global outrage. Many demanded that the judge in the case be fired.
So too, in Howard’s case. A petition calling for Judge Randy Stoker to be removed from the bench has already amassed 150,000 signatures.
The attack only garnered wider attention after the victim’s adoptive parents sued the school district and its officials and as details of the assault became public.
The young victim recounted his ordeal, saying, “After practice I was in the locker room, and one of my friends, he told me to come here, and I went over to him and gave him a hug … He told me to give him a hug. He had his hands out like he was going to give me a hug. And I gave him a hug, and he signaled for one of my other friends to come over.”
Next, the young boy described his harrowing anal rape. When asked how he had felt during the assault, he replied, “Pain that I have never felt took over my body … I screamed, but afterwards, I kept it to myself.”
The victim’s parents are angered by the light punishment.
“They did not approve it,” said their attorney, E. Lee Schlender. “They’re outraged.”
The father, a science teacher in the town’s only school, resigned from his post. They have moved their large family of 25 adopted, mostly racialized and disabled, children out of the tiny town where the attack occurred, in Dietrich, Idaho.
The mayor of Dietrich is also scornful of Howard’s proposed sentence.
“I am not satisfied with the plea deal,” Donald Heiken said in an email to the Guardian. “I think that he should be punished for his crime. I feel that he got a slap on the wrist and that isn’t enough.”
