MANSFIELD - A 22-year-old city man was sentenced Monday to 27 years in prison for sex-related crimes against four children.
Robert Sampsel pleaded guilty to two counts of rape, pandering sexual matter involving minors and gross sexual imposition.
In exchange for his plea, prosecutors dismissed four other counts of rape, six counts of importuning, corrupting another with drugs and contributing to the unruliness or delinquency of a minor.
Richland County Common Pleas Judge James DeWeese imposed the 27-year sentence agreed upon by the state and defense attorney Bernie Davis.
In addition, DeWeese declared Sampsel a Tier III sex offender, meaning he will have to register with the county sheriff wherever he lives every 90 days for the rest of his life.
Sampsel, a slightly built man with scruffy facial hair, conferred with Davis before the hearing.
He raped two children under the age of 13 between Jan. 1, 2014, and Aug. 7, 2016. One victim was a boy, the other a girl. Sampsel raped one of the victims five times and the other once.
A family member read a victim impact statement from the mother of the male victim.
"My son sees three counselors six days a week," the mother wrote. "My son has shut down. All of these kids' lives are messed up."
The mother wrote that her son acts up at school or at home practically every day.
"I have to leave work two or three times a week to pick him up or calm him down," she wrote.
DeWeese asked Sampsel if he had anything to say on his behalf.
"I hope this vicious cycle ends with me," the defendant said.
DeWeese told Sampsel that the 20 years for the two rape charges were mandatory.
"Does that mean I could get out earlier on the other charges?" Sampsel asked the judge.
DeWeese told him that was not necessarily the case.

LITTLE EGG HARBOR - The public outcry about the release of a convicted sex offender over the objections of the police chief and Ocean County prosecutor may provide the impetus needed to enact a Megan's Law reform bill that has languished for years, a state senator said.
     State Sen. Chris Connors, an Ocean County Republican, said the controversy also may open a conversation about the new bail reform initiative that brought about the sex offender’s release on Wednesday.

     “It’s going to be a subject of a lot of discussion and a lot of debate,’’ Connors said of the offender's release. 

     The point of bail reform was to keep dangerous offenders in jail, while allowing those accused of less serious crimes to remain free pending trial.

     “Someone is going to have to explain why someone who has a propensity to abuse children is allowed to walk,” Connors said.

     Connors was referring to Christopher J. Wilson, 20, of the 100 block of National Union Boulevard, who was released from jail Wednesday after being arrested Jan. 19 on new allegations that he offered a 12-year-old girl a gaming system in exchange for sexual favors.

     Wilson has a 2009 conviction as a juvenile for a sexual offense, authorities said.

     An affidavit in support of Wilson’s arrest said he is a Tier 3 Megan’s Law offender, which refers to those who pose the highest risk.

    However, Wilson’s classification as a Tier 3 offender is under appeal, and that has prevented police from providing the community with notification under Megan’s Law.

     Connors said the sex offender’s release could provide the impetus to move a bill that has languished in the state Legislature for years. That bill would require tiering of sex offenders before they are released from prison so that the community can be notified by the time they get out.

     Connors said the Legislature is often reactive, and “it takes something horrendous to occur’’ to move legislation.

     Asked if he thinks the recent publicity about the sex offender’s release from jail will rise to that level, Connors replied, “I believe it does.’’

     The affidavit in support of Wilson’s arrest said the victim claimed Wilson approached her when she got off her school bus. In addition to asking her for sexual acts, the victim said Wilson contacted her online and asked her to send him pictures of her in a bikini, the affidavit said. It said that Wilson admitted trying to solicit the photograph form the girl and asking her for sexual favors.

      Superior Court Judge Wendel E. Daniels ordered Wilson released from jail, under the state’s new bail reform initiative. Daniels placed Wilson under house arrest and ordered him to wear an electronic monitoring device.

     Hours later, Little Egg Harbor Police Chief Buzby posted an unprecedented statement on the Police Department’s website and its Facebook page about the release that day of a sexual offender who had been accused of re-offending. Buzby did not name the offender, explaining he couldn’t because the offender’s tier under Megan’s Law is under appeal.

     But Wilson was the only person charged with crimes of a sexual nature who was released from the Ocean County Jail following a detention hearing on Wednesday.

     Buzby said Friday he was astounded by the positive reaction he received. He said the warning, which was backed by all the high-ranking officers in the police department, received more than 100,000 page views and garnered numerous comments, all positive.
     “I’m stunned at these numbers,’’ he said

     By Friday afternoon, the Facebook posting garnered 789 reactions and 296 comments and was shared 1,107 times.

     “There’s not one negative comment,’’ he said.

     The chief said people have been contacting him to support his action. Even his wife has been approached by people in the community who told her they appreciate the warning, he said. Colleagues from the state Association of Chiefs of Police have also reached out to congratulate him, the chief said.

      “We undertook this action with no anticipation of this kind of reaction from the public, but we’re very glad people agree with what we’ve done,’’ the chief said. “It directly impacted every family in the state.’’

    The online post has garnered comments from people across the country, he said.

     “Parents across the country are concerned that you can’t let your child out of the house for fear someone like this will get their hands on him,’’ Buzby said.

A South Dakota man was set to appear in Yellowstone County Justice Court on Monday after he was arrested by Billings police on a warrant for raping a child.
Mahpiya Mato Bison, 19, was arrested by BPD on Saturday and booked at the Yellowstone County jail.
Bison is wanted in Pennington County in South Dakota on one count of first-degree rape and one count of sexual contact with a child.
According to the warrant, Bison raped a child in 2015 when the victim was 12.
The South Dakota prosecutor has filed for Bison to be extradited back to Pennington County to face the charges.

A 20-year-old Lincoln man was arrested Tuesday on charges of generating child pornography and statutory rape after a 16-year-old girl told investigators the  two had sex in a car last year.

The teenager said she and Jose E. Campos, 142 N. 32nd St., had sex in early February, just before her 16th birthday, according to a court document. On her birthday, she said, Campos took a video of the two of them engaged in a sex act. He was 19 at the time.

In Nebraska, children younger than 16 cannot legally consent to sex.
Prosecutors filed charges on Jan. 26, and a judge issued a warrant for Campos' arrest later that day.

The Mumbai Police on Saturday arrested two teenaged students for raping a 14-year-old girl in Chembur.
The accused have been identified as Aman Mohammad Hamid Khan​ ​(15) ​and ​Mohammad Irshad Suman Kutubbudin​ ​(19). One of them is a classmate of victim.
According to ​the ​police, the incident took place on Saturday night when the accused took the girl to ​a ​secluded place ​and ​attempted to rape​ her​. ​The father ​of the victim spotted the incident​ and then filed a complaint at Deonar police station​.​ ​The police ​have ​arrested the accused and ​are ​investigating the matter.

A BOY of just 11 who carried out a spree of rapes was caught after a teacher spotted one of his victims simulating sex acts with Lego at school.

The crimes came to light after the teacher raised the alarm with the victim's parents and discovered he had been the victim of sexual abuse.
The 13-year-old, who carried out the attacks aged 11, confessed to seven counts of rape and sexual assault on boys under 13.
He would prey on the youngsters when they were visiting each other's homes.
Victims were asked to "keep quiet" about the sexual assaults, the court heard.
The schoolboy had been diagnosed with ADHD and showed signs of "possible autism", Sunderland Magistrates' Court heard.
Online pornography and poor parenting were blamed for his behaviour, the court heard.
Now the young offender is living with his grandmother in a "better environment" in a different area, the defence said.
District Judge Roger Elsey warned the boy: "Make sure we don't see you again."
Judge Elsey added: “These are very serious offences – if you were an adult there would inevitably be a long custodial sentence for them.
“I’ve no doubt that the parent of your victims would expect you to be given a custodial sentence just as your parents would expect a custodial sentence if you had been a victim of such offending.
“It’s clear from what I have read that your behaviour has been affected by your ability to access pornography from the internet.
“I have to have regard to the fact that you were 11-years-old yourself at the time you committed these offences.
“You are relatively immature and you have specific educational needs.”
The schoolboy initially denied the crimes during his first police interview but confessed in the second interview.
He was handed a referral order to help rehabilitate him into society rather than a custodial sentence, the judge ruled.

The Moinabad police registered a case against a 13-year-old boy for raping a five-year-old girl. According to the complaint of the girl’s father, the boy lured the victim to his house by offering her a chocolate and reportedly sexually assaulted her. 
After the victim’s father came home and found out the incident, he lodged a complaint with the police. The boy was booked under Sections 376(2)(f) of the IPC and under the POCSO Act.
