MEDIA COURTHOUSE >> A 61-year-old Yeadon man arrested in December for possessing more than 4,400 images and videos of child pornography entered an open guilty plea to sexual abuse of children for possessing child pornography, a felony of the third degree.
Allan Wickersham, of the 700 block of Yeadon Avenue, was originally charged with 102 counts of possessing and distributing child pornography, as well as criminal use of a communication facility.
An affidavit of probable cause for his arrest indicates the months-long investigation began last year, when Delaware County Detective Sgt. Kenneth Bellis attempted to download files from a computer on the BitTorent peer-to-peer file sharing network between April 22 and April 26, 2016.
Bellis could not download all of the files, but was able to confirm the files he obtained contained child pornography. He traced the distinctive Internet Protocol address of the sharing computer to one provided by RCN Telecom Services.
The cable provider responded to a subpoena and identified the IP address as belonging to Allan P. Wickersham at the Yeadon Avenue address. Bellis then secured a search warrant, which was executed Aug. 26 with the help of Yeadon police officers and the U.S. Department of Homeland Security.
Wickersham was home when the warrant was executed. Bellis and county Detective Ed Pisani escorted the defendant to his bedroom, where Wickersham agreed to answer questions.
“Mr. Wickersham identified several electronic devices, including computers that he stated contain images and videos of child pornography,” according to the affidavit. “Mr. Wickersham admitted to being attracted to females 10 years of age and using an uTorrent file sharing program to search for child pornography.”
Police confiscated a Gateway desktop, an HP laptop, two Seagate external hard drives and several other devices.
A forensic examination of the desktop revealed more than 1,000 images and videos depicting children engaged in sexual acts or poses, according to the affidavit. Another 3,000-plus images and videos were discovered on the laptop and more than 400 were found on one of the Seagate drives.
The forensic audit also located the file that initiated the investigation in the “downloads” folder of the laptop and showed it was being shared from April 22-26, according to the affidavit.
Some images showed children between the ages of 10-14 years, the affidavit states, including those depicting bondage, penetration or attempted penetration of a child.
More than 500,000 additional images were discovered on the devices that may or may not meet the legal definition of child pornography, according to the affidavit.
“Many of the images and/or videos feature female children in a lascivious exhibition of the genitals or pubic areas,” according to Bellis. “Considering the ages of the children depicted, the females in the photographs are wearing inappropriate attire and are placed in sexually suggestive poses. Your affiant believes the visual depiction of the photographs are designed or intended to elicit a sexual response in the viewer.”
Assistant District Attorney Chris Boggs provided Delaware County Court of Common Pleas Judge Kevin F. Kelly with sentencing guidelines, but did not recommend a sentence due to the open nature of the plea. Boggs noted the county had offered a negotiated sentence of 24 to 48 months in state prison, however, which he said would fall at the bottom of the guideline range.
Kelly set sentencing for Aug. 1 pending a psychosexual evaluation and presentence investigation. Wickersham, represented by attorney Mark Neff, will also be interviewed by the state Sexual Offenders Assessment Board to determine whether he meets the criteria for a sexually violent predator.
Wickersham remains free on unsecured $400,000 bail, according to court records.

NORRISTOWN, Pa. - A Montgomery County man is facing charges after officials found more than 3,000 child porn files on his computer and cell phone.
Brian K. Hyson, 34, of Plymouth Meeting, is charged with more than 100 felony counts of dissemination of child pornography, sexual abuse of children/child pornography and criminal use of a communication facility, the district attorney said.
Police said it started with an undercover operation on the Internet.
Detectives connected to a computer that was specifically configured to anonymously share files with others. After police received several sexually explicit video files showing children, investigators traced the computer to Hyson.
The district attorney said investigators found more than 3,200 sexually explicit images and 165 videos of child porn on his computer and cell phone.
A man “addicted” to sexual abuse images of children has been sentenced by a judge – despite police being unable to recover any of the illegal images he downloaded.

Samuel Blackburn’s criminal conduct came to light after a Lake District address was visited by police in October. Officers discovered “highly suggestive” search terms on 27-year-old Blackburn’s computer which indicated he sought out images of girls as young as eight.
Carlisle Crown Court heard he deleted the videos “virtually as they were viewed”, using software programmes to wipe clean his hard drive.
Blackburn immediately confessed to his crimes, telling police who traced an IP address he had attempted to disguise to Bowness-on-Windermere: “Yes, it is me.”
Blackburn told officers he had been addicted to viewing images of girls aged 12 since he was the same age, and had tried – without success – to stop it.
He was sentenced today (FRI) having admitted charges of making indecent images, and possessing both ecstasy and cannabis.
Judge James Adkin imposed a three-year community order through which Blackburn, now of Bere Regis, Dorset, must attend an intensive sex offender treatment course.
In addition, he was made subject to the terms of a sexual harm prevention order for five years.
Detective Constable Ryan Parker, Digital Media Investigation Unit, said: “This conviction will hopefully act as a deterrent to those who view and distribute illegal images.
“Blackburn downloaded a vast amount of indecent images of children from a file sharing site for his own gratification. He would then use software to wipe his computer in a bid to evade capture.
“We will continue to prosecute those who abuse children by engaging in this sort of behaviour. Even if a person attempts to hide their offending we will do everything in our power to bring them to justice.
“We encourage anyone who has any suspicions of any sort of abuse to contact us so we can investigate.”

A student found with children’s underwear in his bed and hundreds of indecent photographs and movies on his computers has been locked up for five years.
Pryderi Tomos, of no fixed abode but formerly of Tref Eilian, Waunfawr, Gwynedd, was found guilty after a trial in January of 11 charges, which mainly consisted of downloading indecent images of children.
After the verdicts were announced, the jury heard the 29-year-old had already pleaded guilty to four other charges.
Sentence was adjourned until today at Caernarfon Crown Court for the preparation of probation and psychiatric reports.
Jailing him for five years, Judge Tracey Lloyd-Clarke said: “You are a persistent viewer of the most depraved and disgusting abuse of young children for your own sexual gratification.
Noting he had “a deep-rooted interest in children”, the judge extended the licence period on the sentence by five years, making an overall sentence of 10 years.
She told Tomos he will only be released if the parole board are satisfied he poses no risk to the public.
Prosecutor David Mainstone said the matter came to light when police looking for indecent images of children forced their way into Tomos’ former home at Waunfawr in May 2015.
Officers seized a number of laptops and other computer equipment.
“These were examined by experts and found to contain 331 indecent photographs and 188 indecent movies, all of children engaged in sexual behaviour,” the lawyer said.
Some of the material was classed in Category A – the most serious.
The computers also contained a number of extreme and prohibited images of children.
Mr Mainstone said the officers also found children’s underwear and socks under a sheet on his bed, in a drawer underneath the mattress and in a wardrobe.
Two novels describing the kidnap and abuse of children were also found in his room.
Tomos, who was studying maths and physics at the Open University, had been due to stand trial in October but, just days before the hearing, police officers visited his home in Bangor and found a mobile phone containing 31 indecent images of children.
Mr Mainstone said Tomos had tried to run into the bedroom and hide the phone under a pillow.
The trial was adjourned, and Tomos was charged with two counts of possessing indecent images of children and pleaded guilty to these counts.
The court heard Tomos had been handed a 12-month youth detention sentence in 2007 after he admitted possessing indecent images of children and distributing them via the internet.
The judge ordered Tomos to sign the sex offenders register for life and ordered the forfeiture of the computer equipment.
An indefinite Sexual Harm Prevention Order was also made.
