EAGLE GROVE — An Eagle Grove man accused of sexual exploitation of a child and possessing child pornography has been charged in federal court.


Jason Marvets, 30, has been charged with sexual exploitation of a child, enticement of a minor, extortion, destruction of evidence, and distribution, receipt and possession of child pornography.
The charges are contained in an indictment filed Aug. 8 in United States District Court in Cedar Rapids.
The indictment alleges that Marvets persuaded, induced and enticed a minor to produce depictions of sexually explicit conduct between June 2016 and April 2017. It also alleges he threatened to distribute depictions of minors, that he caused another person to destroy evidence, and that he distributed, received and possessed child pornography.
Marvets appeared for a detention hearing Tuesday in federal court in Cedar Rapids and was held without bond. His next appearance for trial is set for Sept. 18.
According to the detention order filed with the court, Marvets threatened to expose minor victims as a means of extorting pornographic images from them.
He is accused of carrying out the threat in one instance.
It also alleges Marvets worked with a minor male to get images of other children, and had one of his victims destroy evidence after he was arrested.
Some of this conduct happened after he became aware he was under investigation, the order said.
“This conduct, that occurred over the course of more than a year, demonstrates the defendant would be unlikely to abide by any conditions of release that attempted to restrict him from access to computers or the internet, or contact with minors,” it said.
If convicted, Marvets faces a mandatory minimum sentence of 15 years imprisonment and a possible maximum sentence of life imprisonment, a $2 million fine, $30,800 in special assessments, and at least five years and up to life on supervised release following any imprisonment.
Marvets was arrested after an investigation that lasted months after a cyber tip was received by the National Center for Missing and Exploited Children.
The Wright County sheriff’s office was assisted by the Iowa Internet Crimes Against Children Task Force, Webster County Cyber Crimes Unit and Eagle Grove Police Department.
The case is being prosecuted by Assistant United States Attorney Mark Tremmel and is being investigated by the Wright and Webster county sheriff’s offices, the Georgia Bureau of Investigation, and the Michigan State Police.
The case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the United States Department of Justice to combat the growing epidemic of child sexual exploitation and abuse.

A 71-year-old sex offender is back behind bars after being found at his east Alabama home with the victim of a rape and child pornography case, authorities said.


Robert Carl Bannon, of Ider, is charged with violating Alabama's sex offender laws by having contact with his victim, said DeKalb County Sheriff Jimmy Harris in a news release.
Bannon pleaded guilty in 2015 to one count each of second-degree rape and producing pornography with minors, according to court documents. The plea deal sent him to prison for two years, beginning in April 2015, records show.
DeKalb County deputies took Bannon back to jail after finding the victim in his house on County Road 712, the sheriff said in a news release. Bannon was booked into the jail early Tuesday and remains jailed without bail. Deputies went to Bannon's home after receiving a tip that the victim might be there.
Bannon's victim was younger than 16 when he had sex with her, sodomized her and filmed the sex acts in August 2014, according to court documents.
Bannon was indicted on seven felony charges, including two counts of second-degree rape, two counts of second-degree sodomy and four counts of producing pornography with a minor, records show. But, five of those charges were dismissed in exchange for Bannon's guilty plea.
The plea deal included a 15-year prison sentence, but it was split for Bannon to serve two years in prison and be monitored by probation officers after his release, records show.
It's not yet clear whether the new charge could send Bannon back to prison to serve the 13 years that were suspended from his sentence.
The new charge, violation of the Sex Offender Registration and Notification Act, is a Class C felony. If convicted of that charge, Bannon faces up to 10 years in prison.
"No adult sex offender shall contact, directly or indirectly, in person or through others, by phone, mail, or electronic means, any former victim," Alabama law states. "No adult sex offender shall knowingly come within 100 feet of a former victim."
The law also prohibits sex offenders from contacting victims through their family members.

A 26-year-old man who was jailed last month for a sadistic, five hour rape attack on a Sheffield student, has now pleaded guilty to possessing extreme pornography which depicts sexual interference with a corpse. 

Leo Del Pellegrino appeared at Sheffield Crown Court on Friday, when he admitted to five counts of possessing extreme pornography. In addition to downloading pornography which involved necrophilia, Del Pellegrino also admitted to possessing pornography in which acts are committed that 'threaten the life' of those involved. 

When Del Pellegrino was sentenced to 17 years in prison on July 19, Judge Julian Goose told him he believed his attack on the young woman was motivated by his desire to carry out his 'real rape fantasies'

He said: "It was your purpose that she didn't consent. It was your desire because, I'm satisfied, you were acting out the images you had seen on the internet." 

It took jurors just under a day to find Del Pellegrino guilty of 11 offences, including nine counts of rape and one count of attempted rape. 

The court heard how in the run-up to the incident, Del Pellegrino and several of his work colleagues, all of whom were visiting Sheffield on a business trip, had gone for a meal and drinks. During the course of the evening he began scouring profiles across numerous dating apps in a bid to find a victim to prey upon

"In effect, you were casting a net to see which woman you might find," Judge Goose told Del Pellegrino, adding: "[You were motivated by] your clear obsession with pornography of real rape.

Del Pellegrino, an IT consultant, was found to have used search terms such as 'Asian rape' and 'real rape video' on his computer, prior to the incident taking place. 

After making contact with his victim, a Chinese national studying in Sheffield, Del Pellegrino convinced the young woman to meet him outside a shop near her flat. He managed to gain access to her flat by telling her he needed to use the bathroom, and once inside he began carrying out the sickening ordeal which lasted for around five hours. 

Not only did Del Pellegrino rape the woman repeatedly, but he also restrained her by tying her hands together, strangled her, slashed her on her back with a craft knife and wrote obscene graffiti on intimate areas of her body using a felt tip

Del Pellegrino humiliated the woman even further by taking pictures of her in the degrading state he left her in and threatened to put them on the internet and send them to all of the contacts in her phone. 

Del Pellegrino, of School Lane, Addlestone, Surrey, admitted to a string of charges before the trial which relate to the use of extreme pornography, including media that depicts women being raped at knifepoint

He was also sentenced for those offences last month. He is due to be sentenced for the new set of charges at Sheffield Crown Court next month.

A 33-year-old has been arrested on suspicion of committing child sex offenses after allegedly telling one of the victims to keep the abuse a secret because "he didn't want to go to jail."
William Wells faces obscene material possession and sexual battery charges stemming from the accounts two victims under the age of 12 told investigators.
According to Wells' arrest report, the children told investigators Wells sexually assaulted them numerous times between December and April, including showing them pornography.
Wells told one of the girls he abused her because he doesn't have a wife and said he was going to buy a sex doll to "play with it instead."
Escambia County Sheriff's Office investigators searched Wells' house and seized computers, phones, a sex toy, bed sheets and a comforter.
Further investigation into the electronics recovered multiple child pornography images, according to the report.
Wells is charged with two counts each of sexual battery of a victim under 12 and possessing obscene material.

ENDICOTT, N.Y. - An Endicott man is facing prison time after pleading guilty to charges related to child porn and sexually exploiting children.
The U.S. Attorney's Office says that Richard Squires, 58, plead guilty on Thursday to Exploitation of a Child, Receiving Child Pornography, and Possession of Child Pornography in Federal Court in Binghamton.
As part of his plea, Squires admitted that in 2013 he made images of his sexual exploitation of two young girls, and in 2014 he received and possessed images of child porn at his home in Endicott.
Law enforcement became aware of this when one of the victims disclosed her sexual abuse to a school official.
Squires was interviewed by Endicott Police, and confessed to making, possessing, and receiving child porn.
Endicott Police and FBI Agents obtained search warrants for his home, and gathered evidence.
Squires is scheduled to be sentenced in December and faces a minimum sentence of 15 years, and up to 30 years, imprisonment for each count of child exploitation.
He also faces 5-20 years for receiving child porn, and up to 20 years for possession of child porn.
He will also be ordered to register as a sex offender.
A 49-year-old Covington man who was arrested last month and accused of raping an 8-year-old girl was indicted by a 22nd Judicial District Court grand jury Monday on a charge of first-degree rape of a victim under 13.
The girl's family said Jackson "Rick" Miller began molesting the girl when she was 6 and that it went on until she was 8. Her mother said the abuse began shortly after her daughter started first grade but that she did not learn about it until last month.
The New Orleans Advocate does not identify victims of sex crimes.
Miller also was indicted on 164 counts of pornography involving juveniles, pornography involving juveniles under 13, indecent behavior with a juvenile under 13 and obstruction of justice.
Miller had been charged in a bill of information in 2009 with one count of possessing child pornography. That case has yet to go to trial. But he allegedly uploaded many pornographic images of juveniles between January and October 2009.
The District Attorney's Office has put the two cases together, spokeswoman Lisa Page said, and the 164 counts of pornography involving juveniles replace the previous single count.
Miller also is accused of taking pornographic images of the rape victim and of behaving inappropriately with a 9-year-old girl, all of which occurred between Jan. 1, 2015, and May 31, 2017, according to Page.
The girl's mother said her family wanted to thank the justice system for the quick indictment.
The family had earlier expressed dismay over the fact that Miller still has not been tried on the earlier pornography charge, saying they had no idea of his history when their daughter befriended Miller's family. That trial recently was continued until Sept. 11 by Judge August Hand, the 47th time it has been delayed.
"We hope this indictment will bring swift justice with penalties to the very fullest extent of the law to him for his actions, but we still worry his penalty will be minimal in our family's eyes," the mother said.
She said she hopes the quick action is in an indication "that justice will be met fully, quickly and efficiently so we can move on and heal."

A former Crawford High School student who took videos and photos while he sexually abused two young children was sentenced to 20 years in prison Monday.
Donnie Wayne Howard, 18, pleaded guilty to two counts of aggravated sexual assault of a child and two counts of possession of child pornography.
Judge Ralph Strother of Waco’s 19th State District Court accepted the plea bargain in Howard’s case and sentenced him to two concurrent 20-year prison terms on the sexual assault charges. The judge sentenced Howard to felony probation for 10 years on the pornography charges, which Howard will serve after he is released from prison.
He must serve at least 10 years in prison before he can seek parole, court officials said.
“It was a very tragic incident,” said Howard’s attorney, Guy Cox. “That is really about all I can say.”
Crawford police arrested Howard, then a Crawford High School student, in May 2016 after one of the children reported the sexual abuse.
Documents filed in the case said Howard took videos and photos of a 6-year-old girl and an 8-year-old boy performing sex acts with him and then displayed the images on Kik, a social media instant messaging app.
Howard was arrested in May 2016 and initially charged with continuous sexual abuse of a child. Officials alleged he had sexual contact with a child for a period of 30 days or more and committed at least two acts of sexual abuse against the child.
As part of the plea bargain with Howard, prosecutors reduced the charge, which carried a potential sentence of life in prison without parole.
Crawford police arrested Howard’s mother, Shauna Hope Gerrish, 38, a week after her son was arrested. Police charged her with two counts of tampering with evidence and allege she was aware of the sexual abuse and tried to delete the images from her son’s phone “to keep Howard from getting into trouble,” court records state.
Gerrish’s trial is set for Sept. 19 in 19th State District Court.
AN IT technician was caught by undercover police after arranging to sexually abuse children. 

Steven Byrne was told by a judge that he had "plumbed the depths of depravity" after hearing the vile nature of his offending. 

Byrne, who was given an extended prison sentence totalling eight years, was arrested during a police operation to catch paedophiles online

Leeds Crown Court heard Byrne made contact with a fake profile set up by officers in an internet forum. Byrne believed he was chatting to a father-of-three and sent messages about wanting to have sex with babies and children

Byrne stated that he was looking for parents who were prepared to let him have sex with their children. During the course of the internet exchanges Byrne also sent graphic images of child abuse

Deborah Smithies, prosecuting, said Byrne arranged a meeting at an ASDA car park in Doncaster in June this year believing a he was meeting a parent and child and intended to sexually abuse the youngster

Byrne, of Elm Place, Knottingley, was instead met by police officers and arrested. He pleaded guilty to arranging or facilitating a child sexual offences and three offences of making indecent images of a child

The prosecutor said: "The view expressed is that this defendant presents a high risk of serious harm to children." 

Judge Geoffrey Marson, QC, told Bryne he considered him to pose a serious risk of causing physical or physiological harm to children in the future. 

Byrne must serve a custodial period of four years, followed by a further four years on licence upon release. He said: "You have plumbed the depths of depravity. It is difficult to imagine a more depraved case such as this. "There was an element of determination here and I am satisfied that it had not been undercover officers, sexual activity of the kind described would have taken place with a child." 

Detective Inspector Steve Greenbank of Wakefield District Police, said: "We welcome the sentencing of Stephen Byrne today for very serious offending. "Byrne came to police attention through social media and had conversations in which he actively discussed abusing a child and as a result, we took the decision to make an early arrest and conduct wider investigations. 

"Some very disturbing imagery was found on computer storage recovered from his property and when presented with the evidence collected against him, he entered a guilty plea. 

"The length of his sentence makes clear how seriously authorities take sexual offences involving the youngest and most vulnerable in society." Chief Superintendent Mabs Hussain, District Commander of Wakefield Police, said: 

"Protecting young children from harm has been our key priority in Wakefield District and we have invested heavily, as has the rest of the force, in our specialist child protection teams. 

"Byrne has been convicted following a thorough and detailed investigation by my officers who took the decision to arrest him at the earliest opportunity to prevent him having the opportunity to carry out his horrible and wicked intentions. 

“We continue to encourage anyone who has information about sexual offending against children or anyone in Wakefield to contact us at Wakefield District Police on 101 or Crimestoppers anonymously on 0800 555 111.”

To federal prosecutors, he is a medically diagnosed pedophile who manipulated children so he could sexually abuse them.
To the parents of the children Deonte Carraway abused under the guise of helping them with homework or teaching them to sing, he is simply a monster.
Varying portraits of Carraway emerged in court Monday when a federal judge sentenced the former elementary school aide and volunteer to 75 years in prison in a wide-reaching child sex abuse scandal that rattled Prince George’s County.
Carraway, 23, of Glenarden, pleaded guilty in January to 15 counts of sexual exploitation of a minor to produce child pornography.
In his first public statements about the case since his February 2016 arrest, Carraway said he was ashamed of his actions and still loves the parents of the children victimized in the case.
“Kids have my heart . . . .” Carraway said in U.S. District Court in Greenbelt, Md. “When I’m around kids, I feel like a child.”
Carraway, wearing black prison scrubs, said he did not know that what he was doing was wrong, even though he sometimes felt guilty after engaging in explicit acts with the children.
“I'm not the monster that people are portraying me to be,” Carraway said.
Carraway’s conviction in federal court involves 12 children between the ages of 9 and 13, but the wide-ranging sex abuse investigation involves at least twice as many children, according to police and prosecutors.
Carraway also faces local charges in Prince George’s County Circuit Court, where a grand jury indicted him on 270 counts of sex abuse and related charges.
Carraway worked and volunteered at Judge Sylvania W. Woods Elementary School in Glenarden, where he also created a community choir. In those roles, Carraway interacted often with children and eventually created a group called the AKA Club.
He handed out cellphones to children and told them if they wanted to join the club, they had to send him inappropriate videos or photos of themselves through an anonymous social-messaging app, authorities said.
“There’s just no way, Mr. Carraway, to restate the magnitude and the enormity of the harm you caused,” U.S. District Court Judge Deborah K. Chasanow said before imposing the sentence. “You knew it was wrong in some sense and yet you persisted.”
Federal prosecutors said Carraway is a medically diagnosed pedophile who could not stop thinking about sex with children.
At a time when “children should have been playing on the playground or collecting Pokémon cards,” a “wolf in sheep’s clothing” was indoctrinating them into a club he created to manipulate and abuse them, Assistant U.S. Attorney Kristi N. O’Malley said.
Carraway took advantage of the children and their parents, offering to walk students to school or help with homework to gain access to them, O’Malley said. When the children would not comply with Carraway’s instructions, he threatened to call 911 or to tell their families about their conduct.
“Carraway not only robbed these children of their innocence,” O’Malley said, “he robbed these families of their faith in humanity.”
In one incident inside the band room of the elementary school, Carraway is heard on video instructing a boy and girl to perform explicit acts, federal prosecutors said. In another incident, prosecutors said, Carraway took advantage of a special-needs child.
Police discovered the abuse after an uncle checking a student’s cellphone discovered inappropriate photos and contacted authorities.
The arrest of Carraway in February 2016 enraged the school community at Sylvania Woods, with parents questioning how Carraway was allowed to be unsupervised with the children long enough to film them on campus during the school day. The school system launched a task force after his arrest to review how it handles reports of child sex abuse and recommended sweeping changes to keep students safer.
“We’ve been taking serious steps to put new safeguards in place to protect children, even from people who have no prior criminal history,” said John White, a spokesman for Prince George’s County Public Schools.
Carraway’s trial in Prince George’s County Circuit Court is pending, as are at least nine civil suits and one class-action lawsuit filed by families of the affected children against Carraway, the school system and Glenarden.
“The court issued an appropriately strong sentence today,” said Timothy F. Maloney, an attorney representing several of the families suing Carraway and the school system. “Deonte Carraway will spend the rest of his life in federal prison. But of course no sentence can ever make up for the harm to these children and their families.”
A few parents of the children who were abused attended the hearing, but none addressed the court publicly.
After the hearing, a great-grandfather of one of the children said Carraway should have gotten 100 years in prison.
The great-grandfather is not being named to protect the identity of the child. The Washington Post does not usually identify individuals in sexual assaults without their agreement.
“He ruined their lives,” said the great-grandfather. “He shouldn’t be allowed to be out here.”

SEATTLE -- Three elderly North Seattle brothers have been charged with child-pornography offenses after a search turned up "a home littered from floor to ceiling with child exploitation images, children's clothing articles, toys and movies," court documents say.
A prosecutor wrote that the brothers Edwin, Thomas and Charles Emery each "has a sexual interest in minor children and have shared the majority of their lives sexually abusing children to whom they had access and exploiting children depicted in child pornography."
Charles Emery maintained an extensive ‘collection’ of materials related to the sexual assault and murder of female children,” the prosecutor wrote in court documents. “Edwin and Thomas Emery referred to Charles Emery’s manifestos detailing child rape and homicide and his extensive collection of items related thereto as ‘Charles’ hobby. ' "
Seattle police Capt. Mike Edwards told reporters Monday that the three had sexually abused female relatives and that the abuse stretched back to when the brothers were young boys.
"It's very clear that these three individuals have an obsession with young female children," Edwards said.
Given how long ago the abuse occurred, it is unlikely to result in charges. Police have also searched the brothers' property with cadaver dogs, but Edwards stressed the case remains a child-pornography investigation.
But based on the graphic nature of the writings, Edwards said police were erring on the side of caution and searching for any evidence of homicide.
Each brother was charged with two counts of possession of depiction of minor engaged in sexually explicit conduct.
The arrests came as part of an investigation of internet crimes against children.
Police say a family member who was cleaning the brothers' home in the 100 block of Northeast 59th Street east of Green Lake discovered what she thought were materials depicting sexual abuse of children. The three brothers have lived in the home since 1962.
She called 911 and later gave police several large trash bags from the home filled with materials of sexually explicit child pornography and other related materials, according to court documents.
Police say North Precinct officers responded, then asked for help from detectives.
A search warrant was served on the home. Police say children's clothing, including shoes, socks and underwear, which apparently had been worn, were found. Police say images of child sexual abuse and "graphic written descriptions of extreme harm to children" were also found.
"The men have been arrested, but there is a pit in our stomachs, there's this fear, this terror just like, 'wow that is awful," said one neighbor named Brittany.
"I can't even wrap my head around it, you know because there's three of them, and at their age, and if they've been living here since the 60's," said another neighbor named Stuart.
According to court documents, the brothers had lived together for most of their lives and none had married or had children. 
Charles Emery reportedly worked as a janitor for Seattle Children's Hospital between the 1970s and 1990s, court documents say.
In a statement late Monday, hospital officials said they are, "devastated" and their hearts go out to the children and families involved.
"Given the considerable length of time that has passed since Charles Emery allegedly worked here, we have not yet been able to confirm his relationship with Seattle Children’s through our records. We are in communication with the King County Prosecutor on the investigation," said Alyse Bernal, Seattle Children's Public Relations Manager said in the statement.
In 2013, Edwin Emery was investigated for possession of depictions of minors engaged in sexually explicit conduct. He was not prosecuted for the crime
The three brothers, who have been arrested, remain in custody. 
A 38-year-old Halifax man charged earlier this month with child pornography offences has previously served prison time for sexually abusing children and videotaping one of his attacks.
The Halifax police internet child exploitation unit arrested Darrell James Smith on Aug. 3. Officers began investigating him in April after receiving information about the posting of a nude picture of a young child on a social media site.
Smith is scheduled for a bail hearing later this month in Halifax provincial court on charges of distributing child pornography, accessing child pornography and possession of child pornography. The Crown opposes his release.

Prior criminal history

The man's criminal history dates back to 2006, when he was convicted of sexually assaulting two children, crimes that were only discovered when someone found a video of the abuse on a computer. He was sentenced to 38 months behind bars by a Nova Scotia judge.
According to Parole Board of Canada documents, Smith started assaulting a girl when she was 10 and abused her about six times over the course of a year. He also abused the girl's younger brother twice.
When confronted about the assaults, Smith claimed the children initiated the activity out of curiosity. He later admitted he befriended their mother because he was interested in the children, according to parole records.

Parole violation

Smith was released on day parole in 2008. But four months later, his parole was revoked when it was discovered he had purchased a cellphone with an internet connection, violating one of his release conditions.
At the time, Smith claimed he needed the phone to get in contact with prospective employers, according to parole records. But when he allowed his parole officer to check the phone, she found he had joined several internet sites and was "advertising for controversial sex with women."
Smith was released into the community again when his sentence expired in 2010. He was arrested months later, this time for accessing 60 child pornography files. He was sent back to prison for a year.
In reviewing his case in 2011, the parole board noted: "Program staff and a psychologist have indicated that you did not understand your sexual deviance or phallometric results, which indicated a preference towards deviant sexual activity with children regardless of their gender."
At the time of his arrest earlier this month, police seized electronic devices and said the investigation continues.
