One of Scotland’s most dangerous paedophiles has been jailed for 10 years.
Andrew Fraser filmed and photographed some of his sex crimes carried out on young girls which police found among a hoard of child pornography he had amassed.
A judge told Fraser at the High Court in Edinburgh: “You have an enduring sexual attraction to young girls on which you have acted repeatedly.”
Lord Beckett said the 64-year-old had carried out “an extraordinary campaign” of abuse and had engineered opportunities to access children and planned how he would initiate his crimes and cover it up.
He said: “Notwithstanding your age you were still committing acts of abuse in 2015 and accessing indecent images of children in 2016.”
The judge jailed Fraser, formerly of Queensberry Street, Annan , for a total of 10 years and two months and he was placed on the sex offenders’ register indefinitely.
Lord Beckett also ordered that Fraser be kept under supervision for a further four years for public protection and warned him that if he failed to comply with licence conditions he could be returned to prison.
The judge said that he took into account that Fraser’s guilty pleas had spared victims having to give evidence at a trial.
Fraser had originally faced a total of 55 charges but earlier pled guilty to 17 charges of indecent behaviour, sexual assault and possessing and downloading indecent photos.
He abused 12 girls between 1991 and 2015 with his youngest victim aged just six. He got some of the children to pose for him and abused others while sleeping.
Advocate depute Stephen McCloy said Fraser was well-known in his community and was allowed “to look after” children by parents.
But he said that in June last year police received information that he was in possession of indecent images of children and a search warrant was granted for his home.
The prosecutor said: “Police were able to identify a number of the females in the images and were able to identify the accused due to his distinctive tattoos.”
The footage and photos of his abuse were recovered from computer equipment on which he was found to have more than 110,000 indecent still images of children and more than a thousand pieces of footage.
The court heard that one victim had no recollection of the abuse taking place but on being shown a photo estimated that she was aged 13 at the time it had been taken.
Another victim who also did not remember what had happened to her was found in images with a sex toy and with Fraser molesting her.
Defence counsel Shelagh McCall QC said that Fraser had told her in plain terms that he was a paedophile and needed help.
She said a background report prepared on him reflected an offender who was not entrenched in denial but rather someone where there were the beginnings of an opportunity to address his behaviour.
Detective Inspector Robin Ferguson , of the public protection unit, said: “This is without doubt the largest sexual offences investigation involving one perpetrator that we have ever encountered in Dumfries and Galloway, possibly even Scotland.
This investigation identified Fraser as having abused young children over decades.
Sadly his crimes went unreported due to his style of grooming.
“He built relationships within the local community, with the parents and relatives of the victims, before proceeding to abuse them after being seen as a trustworthy person.
“He can only be described as a dangerous sexual predator and the damage he has caused is incalculable.”
A two-year investigation by Altoona police has led to charges against a city man who  took sexually explicit photos of an 11-year-old girl.
Corey G. Fowler, 36, of 503 Bellview St., Apt. 2, appeared before Magisterial District Judge Todd Kelly for a preliminary arraignment after his arrest by Altoona police on a list of felony charges — 35 counts in all — that include child pornography, aggravated indecent assault of a child and sexual abuse of a child by photographing a child in a sex act.
Fowler is accused of taking sexually explicit photos of the girl, posing her nude while exposing her genitals with his hand. The girl later revealed during an interview at the Child Advocacy Center in Bellefonte that this occurred three times and in another instance, Fowler had her slide her shorts and underpants to the side to expose herself.
According to Altoona police, the investigation started in 2015 when the girl revealed the abuse to a friend and Altoona detectives were put on the case. On Oct. 9, 2015, Altoona police seized Fowler’s cellphone and other electronic devices as investigators feared Fowler would erase or otherwise destroy evidence.
Altoona police Lt. Ben Jones pointed out that once the allegations came to light, Fowler’s access to the girl was cut off and social services in another county also became involved to guard against any further abuse.
While a forensic examination of Fowler’s devices was underway, investigators found evidence Fowler had erased his electronic devices and then used various software programs designed to scrub the files completely so police could not extract them.
A forensic examination of Fowler’s devices by Altoona police Detective Cpl. David Dey did turn up one picture of the 11-year-old girl who made the allegations. That photo matched the girl’s description of the sexually explicit photos she said Fowler had taken of her, police noted.
Police found other child pornography images in their search.
Fowler is also accused of sitting the girl on his lap and fondling her while forcing her to watch pornography. In one of these incidents, Fowler violated the girl with his hand, police said. The girl told police Fowler told her not to tell anyone.
Other evidence recovered by investigators from a hard drive of Fowler’s computer included three images of online magazines with titles such as “Man’s World,” “Playground Find” and “Teen Rapemeat,” which were rife with child rape fantasy images and captions.
A caption in one of the magazines said, “Joe would use the fake photoshoot pictures to advertise little Bethany on the dark-net once he was finished with her.” The online magazine cover depicting a girl in a bikini blowing bubbles further stated, “It usually took a month of constant rape before a 12 yo (sic) learned how best to be a slave and serve her new masters.”
Police indicated in the charges the online magazine materials showed Fowler’s proclivity for sexual material featuring underage girls.

About a year after he was acquitted at trial of sexually assaulting an 8-year-old girl, a 43-year-old man has been charged with possession of more than 800 images of child pornography.
Prosecutors filed 832 felony counts of sexual abuse of children against Brandon Cordell Bennett, 43, including one for each of the child pornography images found downloaded on his cell phone. He was arrested by Great Falls police and is being held in custody with bail set at $250,000.
Investigators refocused on Bennett about two weeks after he was acquitted in 2016 of sex crimes against an 8-year-old child. The mother of that child brought Bennett's phone to law enforcement almost exactly one year ago, Aug. 23, alleging she had discovered child pornography imagines saved to the device. 
Detectives were unable to unlock the phone's passcode, but they held on to the phone while they sought the hardware and software needed to unlock the device. 
During the detectives' interview with the victim's mother, she said Bennett had used the phone for a year prior to his arrest in October 2015 for molesting the girl in the first case. In that case, the girl hesitantly reported the abuse to her family, who brought the matter to police. In court documents, Bennett first accused the girl of lying, although he reportedly switched, saying maybe she wasn't lying but any contact had not been intentional. 
At trial in August 2016, prosecutors said Bennett's DNA had been found on the girl's genital area. Bennett's defense attorney said the girl was coached through her police interview, and that she was an impressionable young girl influenced by others. He added only a trace amount of Bennett's DNA was found on the girl and didn't prove sexual contact. 
After a three-day trial, which included testimony from the girl, jurors took about 45 minutes to find Bennett not guilty on Aug. 10, 2016. About two weeks later, detectives discovered the phone allegedly containing child porn. 
After detectives had Bennett's phone in August 2016, they reportedly found several images of child pornography, although only a small portion of the whole batch, according to court documents. They found most of the images were encrypted on the device and held the phone while waiting for software and hardware from the Department of Homeland Security to read encrypted files. County Attorney Josh Racki said this process took months to acquire search warrants, software and technical savvy.
A detective eventually opened 832 encrypted images identified as child pornography from Bennett's cell phone that had been downloaded from the internet, according to court documents. The images contain known victims of child pornography from previous cases uncovered from online file-sharing services. 

MANSFIELD — A former Mansfield man and Level 2 convicted sex offender is now serving a prison sentence after pleading guilty to child rape and disseminating child pornography.


William B. Koury, 35, was sentenced in Fall River Superior Court last week to a 15-year prison sentence, Bristol County District Attorney Thomas Quinn said Monday.


Koury was arrested in December 2012 after an undercover investigation by state police into the sharing of child pornography. A trooper connected to the defendant’s computer and was able to download a video montage of girls ages 2 to 4 being raped.


Police traced the computer to Koury, according to the district attorney’s office.


Police executed a search warrant at the defendant’s Erick Road apartment and found child pornography on several electronic devices, including a laptop, thumb drives, CDs and cameras.


Mansfield police assisted with the investigation and search.


State police assigned to the district attorney’s office who examined the devices also found several images of child pornography on cameras seized from the defendant. The two children in the images on the defendant’s camera were later identified.


Although one of the girls would not make any disclosures, the second young girl revealed that the defendant had taken pictures of her and digitally raped her numerous times.


Koury was previously convicted in 2008 for indecent assault and battery on a child under 14 and was sentenced to 2 ½ years in jail. He has no other criminal record.


This convicted sex offender engaged in demented and perverted conduct. He is a danger to children and the community as a whole,” District Attorney Quinn said. “Hopefully this sentence will adequately protect the children of our community from this dangerous individual.”


Koury pleaded guilty to five counts of possessing child pornography, and one count each of disseminating child pornography, aggravated rape of a child, rape of a child and indecent assault and battery on a child under 14.


After his release from prison on the current case, Koury will be on probation for 10 years with a GPS monitoring bracelet.


Judge Thomas Mcguire also ordered Koury to obtain mandatory sex offender counseling and prohibited him from residing in a home with minors or within 300 feet of a school.


He can have no unsupervised contact with children or work and other activities involving being near minors.


The case was prosecuted by Assistant District Attorney Casey Smith.

Prior to prosecutors calling his case to trial by jury at the Laurens County Courthouse, Daniel Joseph Hagman, 36, changed his plea to guilty on one count of third degree criminal sexual conduct with a minor.
Circuit Judge Frank Addy then handed down a sentence of 15 years in prison, suspended to 10 years of active prison time followed by three years of probation. Addy also ordered GPS monitoring and for Hagman to register as a sex offender for the rest of his life.
“I made a promise that my office would vigorously defend the children of our communities from the sick individuals who would do them harm,” Solicitor Stumbo said following the sentencing. “As we stand with law enforcement and remain ever vigilant against child predators, I hope that the parents in our communities can feel more secure as they tuck their children into bed tonight, knowing that an abuser like Daniel Hagman is behind bars for years to come.”
The victim reported the incidents to her mother in 2015, approximately two years after they occurred. The child told her mother that Hagman masturbated in front of her and made her touch him on his genitals. She also disclosed that Hagman had shown her pornographic movies on multiple occasions.
Assistant Solicitor Julie Kate Keeney handled the case for the state. Hagman was represented by Chelsea McNeill of the Public Defender’s Office.
Solicitor Stumbo praised the work of Keeney, along with 8th Circuit Solicitor’s Office Inv. Walter Bentley and Inv. Jared Hunnicutt, formerly of the Laurens Police Department and currently with the Laurens County Sheriff’s Office, in preparing the case for trial and securing the conviction.

A Dragons' Den contestant found guilty of 'appalling' child sex offences had nearly 3,000 indecent images of children on laptops and computers, a court heard.
A search made on Richard Hazell's computer asked if you can be found guilty for downloading child abuse images if the files are deleted on your computer, a court was told.
The 48-year-old, from Hoddesdon, Hertfordshire, has been sentenced to five years in prison at St Albans Crown Court.
The allegations against him related to four different girlsthe Hertfordshire Mercury reports.
Hazell appeared on the BBC show Dragons' Den in 2007 asking for a £10,000 investment for a diamond drill bit he has invented, but he was turned down.
Self-employed and running his business 365 Drills from home, Hazell was arrested on Monday, August 22 last year for sexual offences committed against a young girl on August 19.
The girl's father complained to social services on Saturday, August 20 and police visited Hazell's home the next day to interview him and his wife, who is divorcing him.
Prosecuting, Tim Forster read out the details of a search made on Hazell's computer on August 30 last year, relating to deleting child abuse images.
This search was entered on the only laptop police had not seized on his arrest on August 22 last year, when only one allegation was made, relating to an incident at his house on August 19 when he allegedly touched a primary school-aged girl inappropriately.
Asked why he entered this search, Hazell said: "I did search that, I was worried about what the police might think instead of what actually happened."
Mr Forster responded: "You have typed your own confession."
Images included two pictures taken of two young girls on a beach in Sharm El Sheikh, Egypt, on October 24, 2015, where he was on holiday.
These images had been cropped to zoom into one of the girl's private parts, which were visible as she wore no underwear.
Another image shows Hazell's face superimposed onto a naked man's body holding the hand of a young girl with no clothes on.
Hazell claimed the image was made as a practical joke by someone he knows after a group of friends went on holiday in Jamaica in April last year and found out they were staying next to a nudist beach.
He refused to reveal the practical joker's identity.
Hazell maintained he had no knowledge of any indecent photo of children on any of his devices.
The court heard he had 2,957 indecent images of children on his various computers.
He was convicted of 13 charges; two of sexual assault on a child under 13; two of sexual assault; one of taking indecent photos of children; seven of making (downloading) indecent photos of children; one of making an indecent pseudo photo of a child.
He was sentenced to a total of 57 months in prison, of which he will serve at least half.
And he was cleared of two offences of sexual assault on a child under 13.
Deputy Circuit Judge William Kennedy dismissed Rebecca Lee's attempt to mitigate on the basis Hazell showed a willingness to engage in therapy.
He said: "I find remorse difficult when sexual abuse of a child has taken place.
"There is one category of crime that appalls everyone, and that is the sexual abuse of children.
"To rob a child of their trust in adults is a truly appalling offence.
"These offences do not last a day, or a month, or a year but throughout their life.
"For that reason these sentences are rightly regarded as so serious that only an immediate custodial sentence is appropriate."

A pervert who tried to meet a schoolboy for sex was also found to have a vile video of a “nappy-wearing” young child being raped.
Twisted Michael Aldridge was first arrested in October 2016 after a Dark Justice sting caught him chatting to what he thought was a 13-year-old girl online but was in fact a member of the organisation.
Despite knowing her age, the 35-year-old continued a sexual conversation with the “girl”, known as Jessie, and asked her to meet up with him and told her to bring a male friend, a court was told.
However, the online paedophile hunters reported the pervert to the police and officers showed up at the arranged meeting place instead of the teen.
Newcastle Crown Court heard Aldridge was on bail for that offence when, a few months later, he told a community psychiatric nurse that he had a sexual interest in children and may have downloaded some indecent material.
Again, the police were contacted and they searched Aldridge’s home in Bewick Court, Newcastle, and seized a hard drive and a lap top.
On the devices, officers discovered a sick cache of child porn, with one video showing a “nappy-wearing young child” being raped, the court was told.
They also found Skype conversations between Aldridge and a 13-year-old boy, who he had arranged to meet in a hotel for sex.
Now, Aldridge is facing a lengthy jail sentence after pleading guilty to attempting to incite a child into sexual activity, possessing indecent images and inciting a child to engage in sexual activity.
Kevin Wardlaw, prosecuting, said Aldridge was arrested for the Dark Justice sting in October 2016 and was on bail and going through the court process for that offence when he downloaded the child porn and began chatting to the 13-year-old boy.
Mr Wardlaw said: “He was seen by a community psychiatric nurse. In a conversation with the nurse, he disclosed a sexual attraction towards children, which was reported immediately to the police by the nurse.
“The decision was made to urgently carry out checks on the defendant’s devices.”
The court was told that, on a lap top and hard drive, more than 600 indecent images and videos of children were found, including 31 category A, which are the most serious kind and involve penetrative sexual activity.
Officers also found Skype conversations between Aldridge and a 13-year-old boy, in which they had agreed to meet for sex, including bondage, Mr Wardlaw said.
The prosecutor added: “When he heard the child couldn’t spend the night with him, he said they could use a shopping centre loo for sexual activity.
“That meeting didn’t take place because the defendant injured his back. However, he messaged the child to say he had booked a hotel for April 28 and 29 2017.”
The prosecutor said Aldridge told the teenager to bring “condoms, lube and cuffs” and was found to have booked a room at a Holiday Inn Express in the North West.




Mr Wardlaw said: “It was quite apparent the intention was penetrative sexual activity to take place with the 13-year-old child.”
Brian Hegarty, defending, said Aldridge had pleaded guilty and had sort help for his sexual attraction to children.
When Stillwater mayor Ricky W. Nelson was arrested for charges of child pornography, it wasn't the first time he's been accused of victimizing children.
Nelson, 62, has faced three separate sex crime cases between 1975 and 1986 - with one of the latter cases including allegations of rape and sodomy, according to the Times Union. The former school bus driver was also accused of inappropriate behavior toward a 5-year-old on the school bus in 1982.
The Union reported that Nelson was never convicted. With no record of his past accusations, Nelson went on to win election in 2015 over a 23-year incumbent, Ernest Martin, who was the longest-serving mayor in Stillwater history.
Nelson's son, Patrick, is currently seeking the Democratic nomination to challenge U.S. Rep. Elise Stefanik, R-Willsboro, for the 21st Congressional District.
Police arrested Nelson when they noticed an internet address located in Stillwater had downloaded photographs depicting child pornography.
He is charged with one felony count each of promoting a sexual performance by a child and possessing a sexual performance by a child.
Here are Nelson's past accusations:
  • In 1975, he was charged with sexual misconduct with a 14-year-old girl.
  • In 1982, he was the subject of a complaint that he acted improperly with a 5-year-old girl on his bus.
  • In 1986, he was acquitted of two cases that went to trial. One case alleged that he raped and sodomized a mentally challenged 18-year-old girl. The other case accused him of first-degree sexual abuse unlawful imprisonment and endangering the welfare of a 15-year-old girl.

OREGON CITY, Ore. (KOIN) – Detectives in Molalla are concerned there may be additional victims of a 19-year-old man who was found in possession of child pornography.
Dillon Gene Bostick Smith is being held at the Clackamas County Jail in Oregon City after he was arrested earlier this week by detectives in Molalla following a sexual misconduct investigation.
According to police, they have identified at least 9 minor victims of Smith. Officials believe there could be more.
On Thursday, the Clackamas County DA’s Office filed a total of 27 counts against Smith.
He is charged with using a child in a display of sexually explicit conduct, encouraging child sexual abuse, online sexual corruption of a child, rape and sexual abuse.
Records show some of the allegations occurred in May 2017.
Police allege Smith had online conversations with several of the girls and was able to get them to send him nude photos.
In at least one case, Smith is accused of actually making child pornography. Specific details of the case have not been released.

FALL RIVER (AP) — A Massachusetts man has been sentenced to 15 years in prison sentence after pleading guilty to child rape and pornography charges.
Prosecutors say 35-year-old William Koury, of Mansfield, was sentenced in Fall River Superior Court last week. Koury had pleaded guilty to five counts of possessing child pornography and child rape.
After his release, Koury will be monitored on probation for 10 years and will undergo mandatory sex offender counseling.
Koury was previously convicted in 2008 for indecent assault and battery on a child under 14 and was sentenced to two-and-a-half years in jail.
He was arrested in 2012 after an undercover investigation by state police into his sharing of child pornography.

LAWTON, OK (KSWO) - Following an undercover investigation, an arrest warrant has been issued for 49-year-old Randy Wolfe of Lawton for five felony offenses-- one count of aggravated possession of child pornography, two counts of distribution of child pornography, one count of child sexual abuse and one count of violating the computer crimes act.
The IP address assigned to Wolfe’s home user sent multiple pornographic videos of children between the approximate ages of eight months and 10-years-old to agents of Oklahoma Attorney General Mike Hunter’s Internet Crimes Against Children Task Force.
Lawton Police Department along with other agencies seized multiple electronic devices containing more than 100 images and videos of child pornography.
Crimes against children are intolerable,” Attorney General Hunter said. “My office will continue to partner with federal and local law enforcement to protect our most vulnerable. I applaud the efforts of the law enforcement entities and District Attorney Fred Smith, who worked hard to bring these charges.”
