A Salem man was sentenced to 24 years and 9 months in prison after he was convicted of 10 child pornography charges, two counts of first-degree online sexual corruption of a child and two counts of luring a minor. 
Edward Ritter, 49, a registered sex offender, was arrested by Marion County deputies in May 2016 on suspicion of drugging and sexually assaulting two women.
A few days later, he was also charged with first-degree unlawful sexual penetration for assaulting a woman in a bathtub at his house. The woman told deputies she felt like she had been drugged. 
Some of the charges were later dismissed, but the investigation led detectives to discover hundreds of photos and videos involving child sexual abuse on Ritter's phone. 
According to court records, deputies found evidence that Ritter shared the child pornography with adults and minors. 
Detectives also discovered that Ritter had been exchanging pornographic videos and having graphic sexual conversations with a 14-year-old Salem girl on the messaging app KiK. 
In a stipulated facts trial on Aug. 22, Ritter was convicted of five counts of first-degree encouraging child sexual abuse, five counts of second-degree encouraging child sexual abuse, two counts of online sexual corruption of a child and two counts of luring a minor. 
Ritter was previously convicted of second-degree sexual abuse in 1990 and ordered to register as a sex offender. According to court records, he sexually abused a family member. He was later convicted of furnishing liquor to a minor, third-degree sexual abuse and failing to register as sex offender in 1999 and 2011. 
In a sentencing memorandum, his attorney Manuel Perez said the recent charges represented "a downward spiral in Ritter's life." Perez also noted that Ritter had been viewing and exchanging child pornography since 2014. He then began using KiK to communicate with minors, but Perez said Ritter never had any sexual contact with the underage girls. 
Perez requested a shorter sentence of five years and seven months, citing Ritter's military career, fragile medical condition — he had a heart attack while incarcerated at Marion County jail — and the lack of evidence that Ritter had sexual contact with any of the minors. 
In a letter to the court, Ritter's family said his sex offender designation haunted him for decades. It affected his employment, relationships and friendships, they wrote. 
Prosecutor Brendan Murphy said Ritter was sentenced to a total of 24 years and nine months in prison, with credit for good time. 

A Natrona County man will serve a 30- to 35-year sentence for sexual abuse of a minor and possession of child pornography.
Natrona County District Court Judge Daniel Forgey handed down the sentence to Aaron Andrew Rushing during his sentencing hearing on Wednesday.
Rushing, who was 38 when arrested, pleaded guilty in May to three counts of first-degree sexual abuse of a minor and one count of possession of child pornography. He could have faced a 75- to 160-year prison term.
In exchange for his guilty pleas, Assistant District Attorney Mike Schafer agreed to drop the remaining six counts -- including charges of first- and second-degree sexual abuse of a minor -- filed in a second amended information.
During the sentencing hearing, Schafer said the mandatory minimum term was 25 years for the sexual abuse of a minor. The mandatory minimum for possession of child pornography is five years.
He recommended prison terms of 30 to 35 years for the sexual abuse crimes and five to 12 years for the child pornography possession charges, all to be served concurrently or at the same time.
Schafer admired the courage of the victims who came forward, and Rushing, to his credit, gave a complete statement to investigators and showed he accepted responsibility,  he said.
But the seriousness of the crimes warranted severe punishment, Schafer said. "You cannot condone this (behavior) in a community."
Public defender Rob Oldham said there's more to a person than the worst thing he has done. Remove the crimes and Rushing was a good man, Oldham said.
Rushing's crimes cannot be condoned, but Oldham hoped there could be some restorative justice for him and those he hurt, he said.
Oldham asked for a five- to 12-year sentence for the child pornography possession count, and 25-year suspended sentences for the three counts of sexual abuse of a minor.
Forgey agreed with Schafer's recommendations.
Court documents say a 15- or 16-year-old told Casper police in February he accidentally found child pornography on a flash drive belonging to Rushing.
The child pornography depicted the teenager's relative, who was 12 years old when she Rushing abused her.
In an interview at the Children's Advocacy Project, the victim detailed numerous sexual assaults that happened in a camper and in the basement of a home in Natrona County, according to an affidavit.
She said Rushing  had "basically been raping [her] for a long time."
An investigator with the Natrona County Sheriff's Office interviewed Rushing that same day. Rushing allegedly spoke at length about having pornographic images of children on a USB drive.
Rushing also reportedly detailed sexual contact and sexual intrusion he had with the victim from February 2015 through December 2016, according to charging papers.


A 39-year-old Phenix City man was arrested on grand jury indictments concerning the sexual abuse of a child in Lee County.
Benjamin Daniel Watson faces one count of sexual abuse of a child less than 12 years old and six counts of possession of child pornography. He was booked into the Lee County Jail.
Authorities have yet to release further details about the incident that led to Watson’s arrest

A ‘sick and perverted monster’ jailed for 17 years for a violent sex attack on a Sheffield student was hauled back before the courts today to be sentenced for possessing extreme pornographic images, including ones which depict necrophilia and rape.

Leo Del Pellegrino, 26, of School Lane, Addlestone, Surrey, was jailed for 17 year, with an extended license period of five years, in July after being found guilty of nine counts of rape, one count of attempted rape and one count of sexual assault by penetration. 

Del Pellegrino was back in the dock at Sheffield Crown Court today, when he appeared via video link from prison, to be sentenced for a further six counts against him - one relating to possession of extreme pornographic images and five for possession of extreme pornographic videos. 

He pleaded guilty to all six counts at an earlier hearing and was jailed for a further 10 and a half years which will run alongside his existing sentence. The images and videos were discovered after Del Pellegrino was arrested for carrying out a horrific, prolonged sex attack on a student in Sheffield last year. 

Detective Constable Leon Hobson, the investigating officer, said: “Del Pellegrino carried out an appalling attack on a woman he met via an online dating application in November last year, while he was visiting the city for work. “Within hours of first contacting her, he had engineered a meeting and deceived his way into her home. He then proceeded to subject her to a horrendous ordeal during which he cut her, tied her up, wrote obscene graffiti all over her body, took photographs of her and repeatedly raped her before she managed to escape when he fell asleep

“Following his arrest, and over the course of our investigation, Del Pellegrino’s electronic devices were seized and analysed by the force’s Hi Tech Crime Unit.” “What we discovered was that he had searched for internet pornography depicting violent rapes, and had in his possession well over 1,000 indecent images of children and rape pornography

There were also videos depicting rape and necrophilia. “It soon became clear to us that this depraved individual had sought to act out these despicable and disgusting ‘fantasies’ on an innocent woman. 

Del Pellegrino is a sick, perverted monster who had clearly taken time to search, gather and store these images. “I’m pleased that Del Pellegrino is going to be behind bars for a very long time, where he truly belongs and where he can’t pose a danger to any other women. 

“What he did and the images he downloaded are absolutely vile and these are truly heinous crimes. We will always take robust action against any reports of this nature, to safeguard any person from coming to harm.”

A New Castle County man has been indicted for repeatedly raping a girl over five years beginning when she was 12.
Richard "Ricky" White Jr., 41, most recently of Greenville, was indicted by a New Castle County Grand Jury this week on 11 counts of second-degree rape, four counts of sexual exploitation of a child, possession of child pornography and other charges. 
New Castle County Police say White had sex with the girl no fewer than 250 times since 2012, furthering his crimes with threats against the girl, according to a probable cause affidavit. 
The News Journal is withholding some details of the charges to protect the victim's identity.
A detective who interviewed the victim wrote in court documents that White and the girl began conversing via text message in fall 2012. At some point, the conversations became about sex with White prying into the 12-year-old girl's sexual history, according to the affidavit. 
Later that fall, he picked her up from home when she was off of school, took her back to his home on Meadow Road near New Castle, police said. They began watching television before White started kissing her and eventually had sex with her, according to court documents.
That began a five-year pattern where White had sex with the girl sometimes on a weekly basis, police said. 
At first, it was at his home. After he served time in jail for driving while intoxicated, he'd meet her in the woods near Elsmere. After he lost his home, he'd pick her up from school and had sex with her behind the Popeyes in Ogletown. After she began driving, they'd meet at Delcastle Recreational Park and the Royal Farms on Kirkwood Highway, according to the affidavit. 
Police said he also took photos and videos of them having sex. He would have her set up Facetime video chat so he could watch her shower on a nightly basis at times, the affidavit said. 
She told police she felt both "obligated" and "threatened" by White. When she brought up stopping the routine to White, he would threaten to kill himself, tell other people about the sex and publish photos and videos of them having sex, according to the affidavit. 
Police observed messages where the victim told White she feared him, asked him to stop contacting her and advising they needed to stop, a detective said in the affidavit.
Eventually, the girl told someone and that person contacted police, a according to the affidavit. 

White is in Howard R. Young Correctional Institution in Wilmington. He is charged with 11 counts of second-degree rape, continuous abuse of a child, dangerous crime against a child, sexual solicitation of a child, four counts of sexual exploitation of a child, dealing in child pornography and six counts of possessing child pornography. 

AMMON — A local man is accused of exchanging sexually explicit images with teenage girls and an alleged rape.

Joseph Stanley Loertscher, 19, of Ammon, was charged for crimes committed in April 2016 and July 2017.

Loertscher is being charged with one count of felony statutory rape of a victim under 16. He also faces three felony charges of child sexual abuse by soliciting a minor under 16 to participate in a sexual act, willfully possessing child sexually exploitative material, and causing a child to engage in or be used for explicit sexual conduct for the purposes of producing sexually exploitative material.

In June, law enforcement was informed Loertscher was exchanging illegal sexually explicit images with girls using applications like Facebook Messenger, Google Chat, Snapchat and text messaging, according to court documents. Loertscher possessed “well over 200 photos and videos which contained sexually exploitative material,” according to court documents.

The suspect communicated with several minors under the age of 16 via the internet. Documents show he was “asking them to send him naked photos of themselves, to sext him, role play and to have sex with him, knowing they are minors under the age of 18.”

Multiple victims were identified two of which were 15 years old at the time and another being 16.

Court documents show Loertscher admitted to sending nude photos of himself to the victims and to receiving sexually explicit images from all three.

Detectives said in a report that Loertscher had two Facebook accounts, both of which contained child pornography from the young victims.

Officers had confronted Loertscher at the Ammon Walmart after he had planned to meet up with one of the 15-year-olds in the parking lot. He admitted to purchasing a sexual vibrator for her before then. Officers saw in messages between the two that Loertscher had offered to buy it because she wasn’t old enough to purchase one herself. Loertscher is not accused of engaging in sexual acts with that victim.

Loertscher told officers about another then-15-year-old victim, with whom he had exchanged sexual pictures with in October 2016 through July 2017. Loertscher had stopped communication with the victim for a short while, after an officer allegedly caught them having sex.

That incident occurred near the Hillview Elementary school parking lot in April 2016. He was accused of statutory rape initially because he was 18-years-old and she was 15-year-old, but he wasn’t charged. Both were still in high school at the time.

Prosecutors said the rape victim’s family chose not to move forward with charges, as the girl had recently experienced a death in the family. As more evidence emerged regarding Loertscher’s possession of child pornography with multiple underage girls, official rape charges were filed in August 2017.

Loertscher was arrested in August and placed in jail on a $20,000 bond. Loertscher’s pretrial was waived Sept. 6 and he was released under pretrial services without posting bond. Loertscher is set to appear before a district judge on Sept. 19 for an arraignment.


THE father of a victim of sexual abuse has criticised judges who opted not to increase the perpetrator’s sentence.
Paedophile David Pennery’s seven year jail sentence was referred to the Court of Appeal under the Unduly Lenient Sentence scheme by the Attorney General.  Pennery twice abused a young boy and was caught with more than 4,000 indecent images of children.  The case was reviewed but judges opted not to increase the 25-year-old’s sentence.
It means the former Colchester Zoo worker is likely to serve three-and-a-half years in jail and the remainder on licence when he is released in late 2020. 
The father of his victim, who lives in the Tendring area, labelled the sentence “soft” and said Pennery would be back on the streets aged 28, with his whole life in front of him.
The dad added: “To say I’m disappointed is an understatement.
“By Christmas in 2020 he will be back out walking the streets and what will we do then?
“We’ve just got our son back after everything he has been though.”
He added: “I don’t know where to turn now or what avenues are open to me.
“I just don’t understand how seven years is enough for what he has done to my boy and to our family.”
As well as the vile assaults on the boy - who was aged four during the first incident - Pennery was also caught with more than 4,000 indecent images of children as well as about 800 sickening videos on his computers and USB devices.
The 25-year-old, of Raynor Road, Colchester, was handed the seven year sentence in June at Ipswich Crown Court after admitting a total of six charges, including three counts of sexually assaulting a child aged under 13, in Colchester, in March 2014, and three counts of having indecent images on his laptop between April 2013 and December last year.
A spokesman for the Attorney General said: “After careful consideration, the Attorney General referred the case of David Pennery to the Court of Appeal under the Unduly Lenient Sentence scheme.
“The case was heard on September 8.
“The Court of Appeal decided not to increase the sentence.”

A MAN has been jailed for the rape of a young boy.
John Knight, 66, from Bexhill has begun an eight-year prison sentence for the crime, as well as for possessing extreme pornographic images which were not related to child pornography.
Knight, of Kingscott Close, was sentenced at Lewes Crown Court on Friday after being convicted the previous day of raping the 10-year-old at another address in Bexhill in April 2013, and of possessing the images.
The images, which were not of the boy or any other children, were found by police at Knight’s address when they searched it after he was arrested on suspicion of the rape.
He will also be a registered sex offender for life and was given a Sexual Offence Prevention Order (SHPO) severely restricting his access to children and computers.
Detective Constable Kelly Buck of the East Sussex Safeguarding Investigations Unit said; “Knight was a friends of the boy’s family and used this to work his way into his confidence, eventually getting to a stage at which he was able to abuse him for his own sexual gratification.
“As Knight pleaded not guilty the victim had to give evidence in the trial and although he was able to do so on the basis of a video-recording he was still cross-examined and we admire his strength of character in being prepared to do this”
He will serve at least half the tariff in jail.

A PAEDOPHILE who used fake online profiles to abuse children will spend longer in jail after his sentence was increased by a further three years.
Alex Orr, of Villeboys Close, Abingdon, had admitted three counts of making indecent photographs or pseudo-photographs of a child, possession of an extreme pornographic image, two counts of inciting a child under 16 to engage in sexual activity and 10 counts of arranging or facilitating the commission of child sex offences between November 2012 and November 2015.
He was jailed for six years with a further four-year licence period at his sentencing at Oxford Crown Court in January this year.
Orr created a fake Facebook profile and tricked young teenagers into performing sexual acts for him to view online.
He also incited his victims to engage in sexual activity with other children, including one who was just 1 or 2 years’ old.
On Tuesday the Court of Appeal, following a referral under the Unduly Lenient Sentence scheme, increased his sentence to nine years in prison with an extended licence period of four years.
Attorney General Jeremy Wright QC said: “This offender deceived a large number of young victims and manipulated them into doing unspeakable acts, resulting in serious psychological harm. Just because these crimes were committed from behind a screen doesn’t make them any less serious. I hope the increased sentence shows how seriously the Courts take these matters.”

CASPER, Wyo. (AP) — A Wyoming man has been sentenced to 30 to 35 years in prison for raping a 12-year-old girl and possessing child pornography.
Aaron Rushing was sentenced by state District Judge Daniel Forgey.
Rushing pleaded guilty in May to three counts of first-degree sexual abuse of a minor and one count of possession of child pornography.
Public Defender Robert Oldham had asked the judge to suspend Rushing's sentences on the first-degree sexual abuse charges and serve five to 12 years on the child porn charge.
Instead, Rushing received three sentences of 30 to 35 years in prison and another of five to 12 years, although all the sentences will all run concurrently.
The foster father of a young girl has been sentenced to six-and-a-half years in jail for raping the child and filming explicit videos of her.
The Cairns District Court heard the six-year-old victim had entered into the man's care because of prior sexual abuse.
The 42-year-old man, who cannot be named for legal reasons, was convicted of two counts of rape, filming explicit videos and possessing more than 6,000 images depicting child exploitation.
During sentencing, Judge Brian Harrison said the case was one of the most serious breaches of trust he had ever seen, especially considering the prior abuse of the child.
He labelled the man's behaviour as despicable and said the situation had been compounded by his extensive involvement with child exploitation material.
"When you were interviewed by the police in relation to this matter, you told them you had been sexually attracted to young girls aged between six and 10 [years old] since you were 14 years old," Judge Harrison said.
"Despite that, and knowing that, you made yourself available for, and became, a registered foster carer.
"And you were told by the authorities that one of the reasons this girl was entering your care was because of prior sexual abuse.
"This was a callous and cruel abuse of trust for the purpose of your own sexual gratification."
The man was also sentenced for accessing child pornography online, drug offences and failing to comply with police orders.
Taking into account time already served, the man will be eligible for parole in November 2018.

An Edmonton man is facing child exploitation charges for abusing four of his young relatives, following a national investigation which identified victims in Alberta, Manitoba and Nova Scotia.

The accused, 50, was arrested by members of the Internet Child Exploitation Unit on Aug. 31, the Alberta Law Enforcement Response Teams said in a news release.

The man is facing more than a dozen charges, including sexual interference, touching for a sexual purpose, bestiality, and child pornography offences.

Four victims have been identified in the case, ALERT said.

Alleged abuse went on for years

The suspect first came to the attention of police in March, when he uploaded child pornography online.

The RCMP's National Child Exploitation Coordination Centre referred the case to ICE investigators, who made the investigation a priority after it appeared the images being shared were homemade, ALERT said.

The suspect was first arrested on March 21, and was charged with one count of possession of child pornography and two counts of distribution of child pornography.

ICE officers continued to investigate the man, and uncovered the sexual abuse committed against his family members, ALERT said.

The offences took place in Edmonton, Manitoba and Nova Scotia over a period of several years while the victims were young children.

ICE is working with the Zebra Centre for Child Protection to support to the victims.

The accused's name is not being released in order to protect the identities of the victims, ALERT said.

He is being transported under police supervision to Manitoba for court proceedings and is scheduled to appear in court in Thompson, Man., on Monday.

Investigators are expected to release more details on the case during a news conference on Friday. Det. Ian McFatridge of the ICE Unit will speak to media 11 a.m. at the ALERT's Edmonton headquarters.
